Next call for proposals
is scheduled for the end of 2002.
The action plan on promoting safer use of the Internet
is a multiannual Community programme covering the period
1999 to 2002 . The action plan is part of a coherent
set of policies at EU level to deal with illegal and
harmful content on the Internet. It provides funding
for projects covering hotlines for users to report illegal
content, improved tools for parental control of children's
use af Internet (filtering and rating) and measures
to increase awareness of safer use of the Internet.
1. In the framework of
the action plan, the Commission invites proposals under
action line 3.2 for projects intended to promote awareness
of safer use of the Internet.
2. The action plan is
implemented through indirect actions as provided for
in Annexes I and III to the European Parliament and
Council Decision. Community funding will in general
not exceed one-third of total eligible costs.
This call for proposals is open to legal entities, whether
private or public, established within the European Economic
Area (EEA), i.e. the Member States of the European Union
and the EEA/EFTA countries of Iceland, Liechtenstein
and Norway. Proposals must be transnational in scope
and be centred on close cooperation between inde- pendent
organisations established in different countries. Participation
is open to entities in other countries on the conditions
set out in the European Parliament and Council Decision.

3. The indicative budget
for the support of actions resulting from this call
is EUR 4,25 million
4. Evaluation and
selection criteria:
Conformity with objectives (weighting: 30 %)
- Contribution of the proposed project to achieving
the objectives of the programme and the relevant action
line as set out in the Call.
- European dimension of the issues addressed, and the
extent to which the proposed project would contribute
to tackling them at European level.
- Potential impact of the proposed project, and its
expected viability beyond the phases of work sponsored
by the Community.
Technical merit and soundness of approach (weighting:
25 %)
- Adequacy of the chosen approach, methodology and work
plan for achieving the objectives stated in the proposal,
including their feasibility in socioeconomic, legal
and regulatory terms.
- Appropriateness of the measures foreseen for moni-
toring progress and assessing intermediate and final
results, including quantitative indicators of performance
and impact.
- Identification of likely obstacles and risk factors,
and analysis of suitable alternative strategies.
- Degree of innovation and use of the most appropriate
and cost-effective technical solutions.
Organisation and management (weighting: 25 %)
- European added value of the consortium, including
the need to reach an adequate critical mass and the
combination of complementary resources available in
different organisations.
- Quality of the partnership and appropriateness of
the human and technical resources available in relation
to the work to be carried out, including competence
of key personnel and availability of other qualified
staff resources.
- Degree to which the needs of the target audiences
have been taken into account, and involvement of representative
bodies, associations or groups.
- Soundness of the proposed working arrangements, in
particular the appropriateness, clarity, consistency,
efficiency and completeness of the proposed approach
and tasks, the scheduling arrangements, and the associated
coordination, quality control and reporting methods.
Financial aspects (weighting: 20 %)
- Soundness of the financial proposal, including the
financial standing of consortium partners in relation
to the investments proposed and, for the coordinator,
in relation to the funding to be handled.
- Cost effectiveness and justification for financial
support by the Community.
5. Proposals may be submitted
at any time up to 31 January 2002 at 5 p.m. (Luxembourg
local time). Proposals not having met this deadline
will not be considered under this call notice. These
proposals will be evaluated during February 2002.
6. All proposals responding
to this call must be sent to the Commission at the address
