The Support to civil society and local initiative programme
is a component of the Tacis institution building partnership
programme, budget line B7-520 under Tacis.

General
objectives
|
|
The
programme supporting civil society and local initiatives
is designed to support an institution building process
for a successful transition towards a market economy,
the reinforcement of democracy and civil society and
the establishment of the rule of law through partnership
cooperation between non-governmental organisations,
local and regional authorities or not-for-profit professional
organisations from the European Union, from the Tacis
countries and from the countries benefiting from the
Phare programme.

Target
group
|
Applications
should reflect partnerships between non-governmental organisations,
local and regional authorities or not-for-profit professional
organisations in the EU, in the Tacis countries eligible
under this call of proposal and in the countries benefiting
from the Phare programme within one of the three following
categories:
(a) Non-governmental organisations such as associations
in the health or social sector, consumers associations,
community based organisations, environmental protection
groups, etc.
(b) Local and regional authorities such as cities, municipalities,
provinces or regions.
(c) Not-for-profit professional organisations such as
associations of SME or entrepreneurs associations, chambers
of commerce, trade associations, trade unions. |

Overall
amount available for this call for proposals
The total amount available under the programme is EUR
11 700 000.
Under the 2002 Tacis budget, the following countries are
eligible under the call of proposal.
The budget allocated per country is as follows:
Russia: EUR 5,4 million,
Ukraine: EUR 3,0 million,
Kazakhstan: EUR 0,65 million (1),
Kyrgyzstan: EUR 0,3 million (1),
Tajikistan: EUR 0,3 million (1),
Uzbekistan: EUR 1,45 million (1),
Mongolia: EUR 0,6 million (1).
(1) Suspensive clause: Pending approval of the 2002 Tacis
budget by the beneficiary States.
Maximum
and minimum grant amounts
(a) Minimum grant for a project: EUR 100 000.
(b) Maximum grant for a project: EUR 200 000.
(c) Maximum proportion of project costs to be covered
by Community funding. Each project will be co-financed
by the European Commission and the applicant. The European
Commission will finance a maximum of 80 % of the total
costs of the project up to a ceiling of EUR 200 000. The
applicants and partners must provide a co-financing of
minimum 20 % of the overall budget in cash.
The size of the grant can vary in accordance with the
nature and interest of each project.
The projects budgets will take into consideration the
expenditure of EU countries, of Tacis countries and of
countries benefiting from the Phare programme.
