Socrates: Dissemination Activities

General objectives
Socrates is the European Union's action programme in the field of education. Its purpose is to help enhance the quality and strengthen the European dimension of education,by promoting cooperation and mobility across the 30 countries participating in the programme. For Socrates to be fully successful,it is not enough for projects of good quality to be devised by the educational community and supported by the European Commission during their development and implementation phase. It is equally vital that the results and insights deriving from these projects are actively brought to the attention of those potentially interested and,where appropriate,the public in general. With this aim in view,the Commission is developing a comprehensive strategy for the dissemination of the results of Socrates projects.This will be implemented in the form of a three-year dissemination plan covering the period 2001-2003.
The present call for proposals is an important part of this plan. Its purpose is to encourage the educational community to participate more actively and widely in the process of exchanging good practice and experience across Europe. By drawing attention to the outcomes and achievements of the projects supported under the various ‘actions ’of Socrates,the call also seeks to increase the visibility of the Socrates programme as a whole,throughout all of the 30 participating countries. By inviting proposals for projects devoted specifically to dissemination,and by doing so across the Socrates programme as a whole,the call is designed to complement the dissemination activities which each specific project is expected to undertake,in particular within the institutions participating in the project and among those parts of the broader educational community with which the project partners are in direct contact.
It also complements the dissemination-related initiatives that have been taken over the years by certain specific actions in the programme,notably Comenius and Erasmus in the school and higher education sectors respectively. For this reason,the present call,as set out in greater detail below, places particular (though not exclusive) emphasis on dissemination activities which go beyond the confines of any one action of the programme. A further objective of the call is to contribute to the further development of dissemination strategies and methods that are relevant for Socrates-type activities. It is hoped that the dissemination projects to be supported pursuant to the call will open up new dissemination channels and demonstrate innovative,creative and imaginative dissemination approaches which will,in the medium term,help improve the dissemination efforts undertaken by future projects under all actions of the Socrates programme. Finally,by helping to draw together the results of several projects working in similar fields,or in a particular sector of education,or in particular regions and localities,or on a specific theme spanning several educational sectors,the present call for proposals should help to develop more effective links and synergies between the projects supported by the programme,thereby adding to their intrinsic value and supporting their sustainability over a longer period of time.
In all these ways,the call is seen as a means of helping to improve the overall effectiveness of the Socrates programme, and of ensuring that the Community funds invested in the programme generate the maximum return possible for the European educational community as a whole.
Under the present call, proposals are invited which aim to disseminate outcomes from one or more of the ‘centralised actions ’of the Socrates programme,i.e.those under which the projects for support are submitted to and selected by the Commission.Such outcomes may be either ‘products ’,in the sense of tangible results,or ‘processes ’ (i.e.the totality of the experience or know-how derived from the project or network, including methods of collaborating effectively across borders).
The centralised actions concerned are as follows:
(a) projects or networks supported during the first phase (1995-1999)
of the Socrates programme:
— Comenius (school education):
— Comenius action 2:Transnational projects relating to intercultural education;education for the children of migrants,travellers and gypsies,and occupational travellers.
—Comenius action 3.1:Transnational projects for the in-service training of school education staff,and in particular the training courses developed by such projects.
—Erasmus (higher education):
—Erasmus action 1:European inter-university cooperation (curriculum development projects and intensive programmes supported within inter- university cooperation programmes in 1995-1996 or 1996-1997,and the institutional contracts awarded in 1997,1998 or 1999).

—Erasmus action 3:Thematic networks
—Adult education
—Lingua (language learning):
—Lingua action A:European cooperation programmes for language teacher training.
—Lingua action D:Development of tools and materials for language teaching and learning.
—Open and distance learning (ODL)
—Exchange of information and experience on education systems and policy —Complementary measures.
(b)projects and networks supported so far during the second phase of Socrates,commencing in the year 2000 (proposals relating to the dissemination of outcomes from these projects and networks will be concerned more with cooperation processes than with final outcomes,as most of the projects and networks in question have not yet been completed):
—Comenius (school education):
—Comenius 2.1:European cooperation projects for the initial and in-service training of school education staff.
—Comenius 3:Comenius networks.
—Erasmus (higher education):
—Erasmus action 1:European inter-university cooperation (curriculum development projects and intensive programmes supported within the
institutional contracts awarded in 2000 and 2001).
—Erasmus action 3:Thematic networks.
—Grundtvig (adult education and other educational pathways):
—Grundtvig 1:European cooperation projects.
—Grundtvig 4:Grundtvig networks.
—Lingua (language learning):
—Lingua 1:Promotion of language learning.
—Lingua 2:Development of tools and materials.
—Minerva (open and distance learning;information and communication technologies in the field of education)
—Observation of educational systems,policies and innovation (action 6.1) —Accompanying measures.
Dissemination projects which also seek to establish links with outcomes from projects supported under other Community programmes,such as Leonardo da Vinci,will be welcome.
Target group
Any type of organisation demonstrating that it has the necessary capacity to carry out useful dissemination activities, may apply for support under the call.The following types of organisation are likely to be particularly interested in participating:
—organisations that are or have been involved in Socrates projects/networks either as coordinators or as partners,
—local and regional authorities,
—national authorities,
—important national bodies,
—associations active in the educational field,
—other agencies and institutions with expertise in dissemi- nation of the results of education projects,
—social partners,
—NGOs (particularly with activities on women,disability, anti-racism). Depending on the type of dissemination activity envisaged (see section 4 below),other types of organisation such as publishing houses and the media.
The dissemination activities to be conducted by the projects supported under the call may be of any kind,provided they are demonstrably appropriate for the particular dissemination objectives the project aims to fulfil.A good dissemination project proposal will set out notably how it is intended to:
— identify good quality results of the particular Socrates projects/networks on whose results the dissemination project will be focusing its attention,
— ensure that a broader public,and in particular,those professionally concerned with the field covered,will be made familiar with the results to be disseminated,and how the results are to be presented for this purpose, —define the particular target groups likely to be able to benefit from the results of the dissemination projects,
—make visible how projects and networks have been developed and implemented,and which collaborative processes have been particularly effective and why,
—set the results of Socrates projects in a larger framework, and relate them if possible to the results of other projects supported at regional,national or European level by other programmes,
—communicate the results in a professional way in order to achieve a possibly wide-reaching impact. To be supported under the call,a dissemination project will need to do more than merely repeat the dissemination activities already carried out by the project/network concerned. Rather,it is expected that each dissemination project will draw together results deriving from a substantial range of projects/networks: —either from one specific Socrates action (whether during the first or second phase of Socrates or both),
—or from several such actions. With this coverage in view,the project will propose dissemination activities designed to ensure exploitation of project/ network results:
—in several countries and/or regions,or at European level,
—in a specific thematic area,
—for specific target groups in the educational community/the interested public at large.
These three approaches may also be combined within one dissemination project. The precise dissemination activities will depend on the dissemi- nation objectives to be fulfilled by the project,in terms of the specific results to be disseminated,the countries/regions to be targeted,the thematic topics to be covered and the groups to be addressed.
They may for example include the organisation of conferences,workshops,seminars,travelling exhibitions, information campaigns in the media (TV,newspapers, magazines,radio) and other awareness-raising activities, Internet-based activities (websites,information platforms, internet forums etc.) and various written forms of dissemination such as specialised periodicals or monographs,or texts written in appropriate publications for a wider audience. Where activities involving information and communication technology are proposed,applicants will be expected to give precise details on the hardware and software to be used,and on the precise strategy envisaged for the development, implementation and maintenance of the websites etc.proposed.

If an applicant wishes to propose a dissemination project oriented towards a particular thematic area,it is up to the applicant to make a case for choosing that area,indicating the reasons why that choice of thematic area is meaningful and relevant. Where such a thematic approach to dissemi- nation is proposed, priority will normally be given to dissemination projects drawing together the results of Socrates projects and networks supported under more than one action of the programme in the thematic area chosen. Without being in any way exhaustive,the following list provides some examples of the kind of themes which might usefully be proposed:
—basic skills,
—education for citizenship (active participation in society),
—information and communication technology,media education,open and distance learning,
—intercultural learning;
-education relating to gypsies and travellers,ethnic minorities,people with itinerant occupations,combating racism and xenophobia,
—learning about Europe,European Union,European countries,
—raising awareness for a multilingual/multicultural Europe,
—language teaching and learning,
—the European dimension in a specific academic field of study or a multidisciplinary area,
—access to teaching and learning resources,
—education for parents and families/intergenerational learning,
—learning communities/cities/regions,
—gender issues,
—arts and culture,
—Health education
—environment education;education for sustainable development, —consumer education,
—stimulation of demand for learning among socially marginalised groups, —promotion of lifelong learning,
—initial and further training of teaching staff,
—initial and further training of managerial and administrative staff involved in education,
—innovation in the teaching/learning process,
—funding of transnational cooperation activities in the field of education, —mobility for teachers and learners,
—curriculum development in a specific field or multidisciplinary area, —Socrates contribution to enhancing employability,
—information services on education/guidance and counselling, —certification,assessment,validation,accreditation of institutions and educational performance,self-assessment, credit for prior experiential learning,credit accumulation and transfer within a given country,
—methods for transnational transfer of study credits,
—quality assurance strategies,performance indicators in education, —management of European cooperation activities,
—methods for evaluating European cooperation activities.
Geographical area
Eligibility criteria: Proposals must be submitted on the official application form, which can be obtained from the address indicated below.
The form must be completed in full,in one of the 11 official languages of the European Community,and despatched (postmark)at the latest by the closing date and in accordance with the procedure specified in section below.
Each proposal must be submitted by one ‘coordinating organisation ’on behalf of the whole partnership participating in the project.The coordinating organisation must have legal status and be located in one of the 15 Member States of the European Union,the three EFTA/EEA countries (Iceland,Liechtenstein, Norway) or the 12 accession candidate countries participating in Socrates (Bulgaria,Cyprus,the Czech Republic,Estonia, Latvia,Lithuania,Hungary,Malta,Poland,Romania,Slovakia, Slovenia).
Each proposal must include participation from at least four of the countries mentioned above,of which at least one must be EU Member States.
Proof of participation must be provided in the form of written confirmation from each of the partner institutions that it is in agreement with the application as submitted.
 
Finance
The budget available for the dissemination activities to be supported under this call for proposals is around EUR 1,5 million,drawn from the Socrates centralised action budget for the year 2002. It is expected that some 15 to 30 dissemi- nation projects,normally with an average Community grant in the range of EUR 50 000 to EUR 100 000 per project,will be supported.
The Community grant will not cover more than 75 %of the total cost of each dissemination project. The Commission will take particular care to avoid any duplication of funding of dissemination activities through projects supported under the specific actions of Socrates and dissemination projects to be supported pursuant to this call. Before taking a final decision on which proposals to support and the grant to be awarded in each case,the Commission will subject the shortlisted proposals to rigorous budgetary scrutiny. The total amount of funding provided for a project and the relative weight given to the activities for which it is awarded, may differ from those set out in the applicant's initial proposal. Projects will be supported for a maximum of one year and should start from February 2003.
