General
objectives
|
In accordance
with Council Decision 1999/21/EC, Euratom of 14 December
1998 adopting a multiannual framework programme for actions
in the energy sector (1998-2002) and connected measures,
as well as with Council Decision 1999/25/Euratom of 14
December 1998 adopting a multiannual programme (1998-2002)
for actions in the nuclear sector, relating to the safe
transport of radioactive material and to safeguards and
industrial cooperation to promote certain aspects of the
safety of nuclear installations in the countries currently
participating in the TACIS programme, the European Commission
invites proposals for shared-cost actions.
- to improve the conditions for the safe transport of
radioactive material in the European Union and in the
applicant countries,
- to contribute to the elaboration of concrete harmonisation
proposals in the area of transport of radioactive material.
The field covered by the
actions to be submitted in the context of this call for
proposals:
Field No 1: Harmonisation for joint agreement/certification
of packages, reference No C4/TMR2002/100.
Proposal for structures and provisions for a methodology
related to safety assessment allowing joint agreement/
certification of packages for the transport of radioactive
material.
Field No 2: Harmonisation of approval and administrative
requirements, reference No C4/TMR2002/200.
Harmonisation of approval and administrative requirements
according to the regulations. "Regulations for the
safe transport of radioactive material No TS-R-1".
The paragraphs cited below refer to TS-R-1.
Proposals for harmonised formats of application primarily
on mutilateral approval by the competent authorities of
Member States and for approval certificates issued by
the competent authorities of Member States for:
(a) The designs of packages for:
(i) special form radioactive material (see paragraphs
803 and 804);
(ii) low dispersible radioactive material (see paragraphs
803 and 804);
(iii) packages containing 0,1 kg or more uranium hexafluoride
(see paragraph 805);
(iv) all packages containing fissile material unless excepted
by paragraph 672 (see paragraphs 812-814);
(v) type B (U) packages and type B(M) (see paragraphs
806-811);
(vi) type C packages (see paragraphs 806-808).
The effect of TS-R-1 paragraphs 816-818 should be considered
in the proposals.
(b) Shipments (see paragraphs 820-823).
(c) Shipments under special arrangements (see paragraphs
824-826).
These formats/certificates should meet the requirements
of TS-R-1, paragraphs 803, 805(b), 807, 810, 813, 822
and 825 as well as paragraphs 827-832.
Field No 3: Reference No C4/TMR2002/300.
(a) Proposals for a development of a standardised methodology
to determine if radioactive material can be classed as
low dispersible material (LDM), as defined in the IAEA
Regulations.
(b) Proposals for the development of methodologies to
determine the quantities of radioactive material which
may be put in suspension in different transport situations,
e.g. considering contamination on external surfaces of
packages under wind or vibration, low dispersible material
under high-speed impact, powder of radioactive material
released in a collision then exposed to wind, etc. The
methodologies should consider how to include the implications
of this dispersion with regard to radiological consequences.

Target
group
|
Natural and legal persons
from the Member States and other countries (associated
central and east European countries, Cyprus and EFTA/EEA
countries) who meet the conditions laid down in Article
7 of Decision 1999/25/Euratom of 14 December 1998 (OJ
L 7, 13.1.1999, p. 31) and the following conditions are
invited to submit proposals for the objectives :
- proposers must provide proof of identity by presenting
an identity document or the official registry numbers,
- proposers must provide proof that they possess the necessary
competence and experience in the field covered by this
call for proposals, indicating the composition of the
team proposed for carrying out the work. Managers must
have at least five years' recent experience in this field.
The curriculum vitae of employees, indicating work previously
carried out by them, are also to be presented,
- proposers must provide proof that they have access to
the information necessary for carrying out the study in
question. Where appropriate, a minimum level of experience
of carrying out contracts in at least three Member States
is required,
- proposers must provide information if proposals dealing
in the same field of the present call for proposals have
been introduced in other Community programmes. |

Finance
|
The budget
for the whole of the studies is EUR 350 000.
The Commission funding will amount to between 80 % and
100 % of the total costs.
The attention of proposers is drawn to the fact that the
Commission will give preference to the proposals of outstanding
quality that present cost-effective arrangements and a
significant dimension. Single proposals combining fields
Nos 1 and 2 are recommended. |

Duration

| The average duration of
the actions will be of one year after signature of the
contract. |
