1. In accordance with Decision No 647/2000/EC of the European Parliament and of the Council of 28 February 2000 concerning a multiannual programme for the promotion of energy efficiency (SAVE) (1998-2002), the Commission, pursuant to Article 2 of this Decision, is inviting the submission of proposals under the SAVE programme.
2. Those eligible to participate in actions under the SAVE programme are hereby invited to submit proposals under parts A and C of the joint work programme (WP) for SAVE and Altener calls 2001-2002:
Part A
A.1- Integrated actions that address issues, which are relevant to both the increased use of renewable energy sources (RES) on the supply side and rational use of energy (RUE) on the demand side. They include actions to develop, promote and monitor the progress of integrated policies, regulations and legislation to provide favourable market frameworks for both RES and RUE, as identified in the respective action plans.
A.2- Replication of good practice within the field of energy efficiency. Proposals, which may include promotional campaigns and/or training activities, should focus on priority themes specified in the WP, and should lead to a substantial impact and visibility in the EU, EEA and/or candidate countries.
A.3 -Specific action on energy efficiency aiming to achieve the goals identified in the EU action plan on energy efficiency. Priority will be given to proposals, which address the themes listed in the WP. However, proposals for other relevant actions may also be considered.
A.4 -Local and regional level action on energy effi- ciency aiming to:
A.4.1 -create new local and regional energy management agencies in the candidate countries;
A.4.2 -create new local energy management agencies in the EU and EEA, where there is a particular need for local energy services on RUE and RES.
The indicative budget available for this call is EUR 7,4 million.
The maximum Community contribution for actions co-financed under A.1-A.3 will be 50 % of the eligible cost of the project. Priority will be given to proposals in which submitters demonstrate their interest in the project by committing themselves to provide more than 50 % of the co-financing. The maximum Community contribution for actions under A.4 will be 40 % of the eligible cost of the project.
Part C
A small number of direct subventions will be awarded in support of actions of a non-commercial nature as described in part C of the WP.
The maximum Community contribution will be 35 % of the eligible cost of the project.
The indicative budget available for small direct subventions under this call is EUR 200 000.

3. Private and public legal entities in the EU, EEA and candidate countries for accession to the EU are invited to submit proposals under this call for proposals. Submission of proposals by legal entities in the candidate countries must be made in accordance with the conditions, including financial provisions, laid down in the Association Agreements, the decisions of the Association Council established by these Association Agreements, or the additional protocols to these Association Agreements relating to participation in Community programmes.

4. Further details of priorities, the indicative budget available, eligibility and evaluation criteria and other information on the submission of proposals are included in the WP. A number of proposals were selected from the Call for proposals 2001. A list of these supported proposals will be published on the website (see point 5) together with an explanatory note. This note will deal with the extent to which the different areas of the WP have each been better covered or not so well covered under the 2001 Call for proposals. In case of proposals with similar merit, the latter will be given priority under this call.

5. Submissions of proposals under part A of the WP (A.1 to A.4) must arrive at the Commission not later than 12.00 (Brussels time) on 3 April 2002. Deadlines for submission of applications under part C are 3 April and 30 September 2002 to the address indicated under point 5 below, not later than 12.00 Brussels time.
