General objectives
The objective of this programme is to strengthen the capacity of local and regional authorities in the EU border regions to adopt strategies and action plans to prepare for the administrative effects of enlargement,such as increased migration. To achieve this objective, the programme will support cross border initiatives which
(i) improve the collaboration and pooling of experience between local and regional authorities;
(ii) intensify and consolidate cross-border dialogue, and establish institutional relationships, between administrations to facilitate the integration of regions, communities and citizens;
(iii) focus on institutional and administrative capacity building including developing frameworks for operations and management, needs assessment, human resources, and service delivery;
(iv) equip local and regional authority actors with the skills and know-how to develop, implement and manage the administrative and technical aspects of enlargement and increased migration.
Target group
Local or regional authority or administration,municipality or association of municipalities from a EU Member State.
Geographical area
Activities must take place in at least two of the following EU border regions:
Finland: Etelä-Suomi, Uusimaa,
Italy: Friuli-Venezia Giulia, Veneto,
Greece: Anatoliki Makedonia-Thraki, Kentriki Makedonia, Kriti, Notio Aigaio, Voreio Aigaio,
Austria: Burgenland, Kärnten, Niederösterreich, Oberösterreich, Steiermark, Wien,
Germany: Berlin, Brandenburg, Chemnitz, Dresden, Mecklenburg-Vorpommern, Niederbayern, Oberfranken, Oberpfalz.
Finance
Overall amount available for this call for proposals EUR 1,5 million.
Minimum grant for a project:EUR 250 000.
Maximum grant for a project:EUR 500 000.
Maximum proportion of project costs to be covered by Community funding:80 %.
Duration
Minimum project duration:12 months, maximum project duration: 24 months.

Applications must be submitted using the standard application form attached to the guidelines for applicants mentioned, whose format and instructions must be strictly observed. For each application, one signed original and three copies must be supplied by the applicant.
Applications must be received in a sealed envelope by registered mail, by express messenger or by hand delivery to the address indicated in the guidelines for applicants,section 2.2.2. The envelope must bear the reference number of the noticeof publication for the call for proposals,the full name of the applicant,the address of the organisation, and the words ‘Not to be opened before the opening session ’. Any application received by the Contracting Authority after this deadline or,if sent by registered mail, post-marked after the deadline will not be considered.
