General objectives
The objective of the programme is to strengthen the competitiveness of regions and economic sectors particularly affected by enlargement by helping them to cope with social and economic changes resulting from enlargement. In particular this programme aims to help overcome the particular fears and concerns of employees and workers in the border regions by promoting:
(i) information and knowledge on social economic effects of enlargement to especially affected groups and organisations;
(ii) qualification and skills enhancement for workers and employees of regions and economic sectors particularly affected by enlargement;
(iii) cross-border activities affecting the social lives of workers and employees with a view to increase the cross cultural understanding.
Target group
Local or regional trade union organisations from a EU Member State.
Geographical area
Activities must take place in at least two of the following EU border regions:
Finland: Etelä-Suomi, Uusimaa,
Italy: Friuli-Venezia Giulia, Veneto,
Greece: Anatoliki Makedonia-Thraki, Kentriki Makedonia, Kriti, Notio Aigaio, Voreio Aigaio,
Austria: Burgenland, Kärnten, Niederösterreich, Oberösterreich, Steiermark, Wien,
Germany: Berlin, Brandenburg, Chemnitz, Dresden, Mecklenburg-Vorpommern, Niederbayern, Oberfranken, Oberpfalz.
 
Finance
Overall amount available for this call for proposals EUR 6 million.
Minimum grant for a project: EUR 500 000.
Maximum grant for a project: EUR 1 200 000.
Maximum proportion of project costs to be covered by Community funding: 80 %.
Duration
Minimum project duration:12 months, maximum project duration: 24 months.

Applications must be submitted using the standard application form attached to the guidelines for applicants , whose format and instructions must be strictly observed. For each application, one signed original and three copies must be supplied by the applicant.
Applications must be received in a sealed envelope by registered mail,by express messenger or by hand delivery to the address indicated in the guidelines for applicants, section 2.2.2. The envelope must bear the reference number of the notice of publication for the call for proposals, the full name of the applicant, the address of the organisation, and the words ‘Not to be opened before the opening session ’. Any application received by the Contracting Authority after this deadline or, if sent by registered mail,post- marked after the deadline will not be considered.
