General
objectives

In
accordance with
- its Communication of 10 May 2000 on the communication
strategy for enlargement,
- its Report to the Council of 5 June 2002, submitted
to the Seville European Council [« Explain Europe’s
Enlargement », [doc.COM(2002) 281 final] -and in the
context of PRINCE, the information programme for the
European citizen [doc.COM(2000) 57 final],
the European Commission (‘Commission’) wishes to generate,
encourage and amplify any audiovisual TV and radio initiative
offering information on the next enlargement of the
European Union, or contributing to a positive acceptance
of this prospect by public opinion in the present 15
member States of the EU.
Objectives
The proposed actions must target one or several groups
The objectives are the following :
1. Familiarize the EU citizens with the candidate countries
by showing them what they have in common, what they
have to offer, and that they finally are a part of Europe,
which was artificially severed from Western Europe by
World War II and its sequels
2. Raise the citizens’ awareness and knowledge of the
proximity of enlargement, its size and importance for
the EU (the stakes) ; alternatively try to overcome
their indifference to the subject
3. Offer a balanced approach to the issue of enlargement
- by allaying some prejudices and irrational fears revealed
by opinion polls
- so as to enable them to form their own opinion, possibly
to consider the enlargement as a positive development
for the EU, and to participate in the public debate
if they so wish
Preference will go to new projects, i.e. conceived after
the publication of the present call for proposals
- informing on the candidate countries’ preparations
to their accession to the EU, the stakes and the progress
of the accession negotiations, as well as on the consequences
of the new accessions on future and present EU Member
States
- favouring a practical knowledge of the populations
and realities of candidate countries, notably through
on the spot reports or testimonies of nationals from
these countries
- raising the EU citizens’ awareness of the historic,
cultural and human ties between candidate countries
and EU Member States

Target
group
|
Taking
into account
- the varied levels of information on enlargement of the
populations of the European Union
- the existing or planned information actions in Member
States,
the Commission’s objective is to cofinance the broadcasting
or the adaptation of audiovisual projects via paneuropean
and international media able to reach following specific
audiences :
A. EU citizen listening to or watching mainly these media
B. EU citizen living or travelling in another Member State
than the country of which they are nationals (e.g. a Portuguese
living in Luxembourg)
C. Non-EU citizen, notably citizen of a candidate country,
residing permanently or temporarily in the EU such as
businessmen, tourists
D. Incidentally, non-EU citizen, notably citizen of a
candidate country, living outside the EU but having links
with it (e.g. a Hungarian trading with the EU) |

Finance
|
The
total funding earmarked in 2002 for this call for proposals
may reach € 4,5 million.
Subventions may range from
- € 100.000 to € 300.000 for TV proposals
- € 25.000 to € 75.000 for radio proposals
To avoid duplication of activities carried out at national
level, the Commission will only grant financial support
to paneuropean and international broadcasters, i.e. disposing
of a transnational broadcasting network, notably towards
at least three EU member States.
The financial support which the Commission may grant concerns
any audiovisual product (announcement, magazine, fiction,
game, clip, short 2 programme, documentary, series, teletext)
in the following four categories :
A. An audiovisual production, produced and broadcast after
the publication of the present call for proposals
B. The broadcasting of projects produced or made prior
to the publication of the present call for proposals
C. The adaptation of projects produced or made prior to
the publication of the present call for proposals, in
order to increase their « enlargement » content. Only
such « added value » will be considered to grant financial
support.
D. The adaptation or acquisition of rights, with a view
to the broadcasting via the paneuropean network, of a
programme produced and made on behalf of a national network
prior to the publication of the present call for proposals.
Financial support can only be granted once to a given
proposal in only one of the above categories.
The
Community grant can cover between 35 and 50 % of the eligible
costs of the project.
It will be governed by a grant agreement that must be
signed by the beneficiary organisation’s representative
designated as such in the grant application. Once submitted
and accepted, proposals must be broadcsat within the time
limit specified above (point I.3).
The beneficiaries undertake to broadcast the proposals
as indicated in their application form. Any change introduced
during the implementation must be cleared with the Commission
in advance and be set out in a supplementary written agreement.
The Commission reserves the right to check the production’s
conformity with the initial proposal and the reality of
its broadcasting.
The following documents must be submitted not later than
three months following the broadcasting of the product
:
- a detailed management report with audience measurements
if possible, carried out by independent organisations,
and giving proof that the objectives have been achieved
- a copy on a professional support of the product broadcast
(DAT for radios, Beta NUM for TVs)
- a detailed financial report drawn up in accordance with
the specimen forward budget in the application form (points
15 and 16)
- a list of invoices and accounting documents
Tables detailing each category of costs must be appended
to the final accounts, on pain of the possible cancellation
of the grant awarded. (See list of eligible and non-eligible
costs under point III.8)
The Commission and the Court of Auditors reserve the right
to check the use of Community funds. Audits, either in
situ or otherwise, may be performed at any time during
the implementation of the project and for up to five years
afterwards.
In general, the Community contribution is paid in two
identical instalments : the first after signing the financial
agreement, the second upon broadcasting of the product,
on presentation of the documents referred to in the above
paragraph and after their acceptance by the Commission.
However, the final amount of the grant will depend on
actual expenditure incurred. |

To be accepted, the proposals must be broadcast
- either between 1 January 2003 and 31 December 2003,
with a possible extension until 30 June 2004
- or between the end of the accession negotiations and
the actual accession of the first candidate countries
to the EU. (*) Presently thirteen : Estonia, Latvia, Lithuania,
Poland, Czech Republic, Slovakia, Hungary, Slovenia, Romania,
Bulgaria, Malta, Cyprus, Turkey |

The
proposals have to
- reach the Commission on 25 October 2002 at the
latest, the postmark or the the routing slip of express
couriers being accepted as proof 3
- be delivered at the Commission’s central mail office,
rue de Genève 1 at 1049 Bruxelles (Evere) on 25 October
2002 before 17.00 hours if sent by express courier

C.
The grant application must be submitted in one of the
official languages of the Community.
Grant applications must be submitted in triplicate (one
original plus two copies certified as conforming to
the original by the responsible person in the promoting
organisation). They must also state the names of those
responsible for technical and financial aspects.
The duly completed, signed and dated form and the other
documents required must be posted at following address
not later than 25 October 2002, the postmark
or the routing slip of the express courier being accepted
as proof :

Applications
sent by fax or e-mail cannot be accepted.
D. The application file must include :
1. An official letter of application from the organisation,
dated and signed ;
2. The application form, duly completed and signed by
the responsible person in the promoting organisation ;
3. The balanced forward budget of the proposed production,
expressed in euros. This budget must be dated and signed,
and presented in accordance with the tables in the application
form. It must include detailed income and expenditure
figures, with an indication of the unit costs ;
4. A description of the production ;
5. A detailed broadcasting grid ;
6. The applicant organisation’s annual accounts for the
last financial year available ;
7. The organisation’s articles of association/constitution
;
8. The organisation’s bank details
9. The names of those responsible :
a) The person responsible for signing the agreement on
behalf of the organisation
b) The person responsible for the technical management
of the project
c) If applicable, the person responsible for the administrative
and financial management of the project
Files that do not contain all the documents referred to
in points 1 to 9 above and those that do not meet all
the conditions will not be considered.
