General objectives
The operations which can be cofinanced under this Call for Proposals must aim at poverty reduction through support for underprivileged populations in developing countries to meet their basic needs, to improve their living conditions and to reinforce their own development capacities. Cofinancing will only be granted to projects which are based on the initiative of local partners in the developing countries.
Operations must fall within one of the following priority areas:
- support for sustainable social, human and economic development processes;
- institutional support and development of the capacities of local structures, in particular of partner organisations in developing countries.
 
Target group
The eligibility criteria concern the organisations which may request a grant, their partners, the projects for which a grant may be awarded and the types of costs which may be taken into consideration for the grant.
Geographical area
Priority is given to operations which comply with one of the following three criteria:
1.operations which are clearly aimed at the most disadvantaged and vulnerable groups in the following countries:
— least developed countries (LDCs) and low income countries as defined in the OECD/ DAC List of Aid Recipients;
— countries with an HDI ranking (Human Development Index) over 100 as defined in the UNDP Human Development Report of the last two years.
2. operations which are clearly aimed at the most disadvantaged and vulnerable categories of population in other developing countries where there are still large numbers of poor and marginalised groups.
3. operations which:
— support and facilitate the linking of rehabilitation and development operations in countries emerging from a crisis following natural or man-made disasters;
— are undertaken in countries affected by conflict and/or where official EC cooperation is suspended, unavailable or reduced.
Finance
Overall indicative amount available for this Call for Proposals EUR 20 million.
There are several categories of grants with varying amounts allocated to them (see the Guidelines section 1.3).
Duration
Operations may not exceed 36 months

Applications must be submitted using the standard application form attached to the Guidelines for Applicants to Call for Proposals 2002 mentioned , whose format and instructions must be strictly observed. For each application, one signed original and three copies and one version in data format (3½'' floppy disk compatible with MS Word 6 or earlier or RTF) must be supplied by the applicant.
