General
objectives
|
This
call for proposals relates to heading A-3024 of the general
budget of the European Union. It is concerned exclusively
with grants for projects organised by associations and
federations of European interest.
This heading is intended to cover the costs of actions
and projects that advance the idea of Europe carried out
by these organisations, and to also support European-level
activities they organise relating to reflection on the
ethical and spiritual sources of European integration.
These actions are inspired by the principles of subsidiarity,
proximity, transparency and partnership. Their purpose
is to strengthen the dialogue between the European Union
and its citizens with a view to encouraging the emergence
of an active and participatory European citizenship.
The call for proposals is addressed to associations and
federations of European citizens in the Member States
of the European Union.
Types of action which will be supported
Actions such as: radio and television programmes, networking,
seminars, conferences, reflection meetings, publications,
IT products and innovative activities to implement the
above objectives.
A typical action supported by the Commission will have
the following features:
— it will fuel an ongoing debate between the players in
civil society, and/or
— it will contribute to networking the organisations in
civil society.

Target
group
|
All
applications must:
(a) be proposed by a non-profit, non-governmental organisation
that is legally established and registered in one of the
15 Member States, has the appropriate qualifications and
requisite financial resources to complete the project,
and is of known legal and moral integrity;
(b) contain a detailed description of the project, clearly
describing the planned activities, the products to be
developed or disseminated, the target group, expected
results and the evaluation method to be used;
(c) relate to a project or a series of projects starting
between 15 April 2003 and 15 December 2003 and finishing
before 30 June 2004;
(d) be submitted by the stated deadline, using the appropriate
form, duly completed, and accompanied by the required
supporting documents;
(e) relate to a project on the following subjects in the
context of European integration, with a view to encouraging
the debate about its future:
— the ethical and spiritual values and sources of European
integration (tolerance, solidarity, pluralism),
— European governance and the future of the Union, — Europe's
cultural diversity, in particular with a view to the forthcoming
enlargement,
— European citizenship.

The following organisations will have priority:
— those established in several Member States of the European
Union, or
— those carrying out their activities in close cooperation
with organisations established in other Member States
or in candidate countries, or
— those whose proposed project involves the creation of
a network dynamic.
The Commission will give priority to actions offering
the best value for money.
Depending on the number and quality of projects submitted,
the Commission reserves the right to ensure a balanced
geographical distribution of projects in order to cover
the territory of the EUas best as possible. |

Finance
|
(a)
The total annual amount available for the actions and
projects under this call for proposals will be of the
order of EUR 1 260 000. This amount is subject to confirmation
by the budgetary authority.
(b) The grant may not exceed 60 % of the total amount
of the eligible costs of the project. Applicants must
provide evidence that co-financing amounting to at least
40 % of the total cost of the project is available.
(c) The maximum grant will be EUR 25 000 per project.
(d)
Grants are awarded for one-off measures and confer no
automatic right to funding in subsequent years. They cover
the period during which the action is carried out.
(e) The subsidised project may not benefit from any other
Community funding for the same action.
(f) Applicants may not include in their budgets expenditure
incurred before or after the period during which the project
is carried out. |

7.1.
Only dossiers comprising all the documents in points
(a) to (e) below, received before the deadline, duly
completed, signed and accompanied by the requisite supporting
documents, can be considered:
(a) the grant application form, duly completed, dated,
signed by the person empowered to enter into a legal
commitment on behalf of the applicant organisation,
and containing a detailed description of the project;
(b) a balanced forward budget (income and expenditure)
in euro, stating the estimated unit costs for the various
items of expenditure and income. This detailed budget
must be dated and signed by the person empowered to
enter into a legal commitment on behalf of the applicant
organisation. It must be presented in the table sent
with the application form;
(c) official annual accounts of the applicant organisation
for the most recent financial year available;
(d) the organisation's articles of association;
(e) the bank details form, completed by the beneficiary
and certified by the bank.
7.2.
Applications for funding must be submitted with three
copies of all of the documents required in 7.1(a) to
(e) (one original and two certified copies), signed
by the person empowered to enter into a legal commitment
on behalf of the applicant organisation. The number
of the call for proposals must be indicated on the envelope.
Applications must be sent to the address given in 7.5
below.
7.3. Applications sent by fax or e-mail will not be
accepted.
7.4. No changes to the dossier can be made after the
application has been submitted.
7.5. The application form referred to in 7.1(a) must
be used for submitting the grant application.
