ASEAN-EU university network programme (AUNP) (economic cooperation with Asia)

General objectives
The AUNP has been designed to enhance higher education cooperation between the European Union and ASEAN, and to promote regional integration within ASEAN. The programme will serve as a framework for a broad range of activities aiming to promote mutual awareness and understanding, exchange of experience and knowledge between the two regions. The programme comprises the following three components for which grant support may be offered:
- AUNP common applied research,
- AUNP human resource development,
- AUNP curriculum development.
More specifically, the ASEAN-EU university network programme will provide grants to:
- facilitate partnership projects between higher education institutions in European Union Member States and the eligible ASEAN countries in order to initiate/strengthen coordinated and sustainable relations in the field of higher education,
- promote joint academic activities, such as the creation of common curricula and courses/ modules, and the development/improvement of course material,
- upgrade the skills of postgraduate students, academic and administrative staff through the provision of in-country and overseas training, and through the exchange of experience,
- facilitate reciprocal access to higher education,
- encourage mutual knowledge and recognition of study programmes; agreements on credit transfer and mutual degree recognition,
- foster collaborative applied research focusing on fields of study of demonstrable EU-ASEAN mutual interest, with the subsequent sharing of research output and publications,
- increase the availability of information about the higher education systems in the European Union and ASEAN,
- raise awareness of opportunities in the higher education sector and develop links that can ultimately lead to mutually beneficial economic cooperation.
 
Target group
Applicants must comply with the following conditions in order to be eligible for a grant:
- be non-profit-making,
- be a higher education institution (or part of such an institution).
In this regard applicants must fully comply with the following two criteria:
- they must provide courses at the undergraduate and/or graduate level of higher education leading to a recognised qualification in their own country; they may be called a ‘university’ or bear some other relevant name (e.g. ‘polytechnic’, ‘college’, ‘institute’, etc.),
- they must be recognised and their degrees accredited by the responsible national authority in their own country; institutions preparing students for foreign degrees (e.g. those operating as a branch or under a franchising agreement) are not eligible for support,
- have their headquarters within the European Union (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Portugal, Spain, Sweden, The Netherlands, United Kingdom), or any of the following eligible ASEAN countries: Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Philippines, Singapore, Thailand, Vietnam,
- be directly responsible for the preparation and management of the project, not acting as an intermediary,
- have stable and sufficient sources of finance to ensure the continuity of their institution throughout the project and, if necessary, to play a part in financing it,
- to be able to demonstrate their experience and capacity to manage activities corresponding in scale and complexity with those for which a grant is requested. Private institutions that have been registered for a minimum period of five years may participate on the same basis as public institutions, provided that they are non-profit-making.
The AUNP is also open to:
- established networks of higher education institutions, provided they have their headquarters in one of the eligible countries,
- regional institutions of higher education not belonging to any national system but formally recognised by one of the AUNP eligible countries.
An applicant may submit a proposal together with a minimum of three partners.
(a) if the applicant derives from an eligible ASEAN country, it must have at least two partners from two different EU Member States and one from a different eligible ASEAN country;
(b) if the applicant derives from a EU Member State, it must have at least two partners from two different eligible ASEAN countries and one from a different EU Member State.

Finance
Overall amount available for this call for proposals EUR 3 000 000.
(a) Minimum grant for a project: EUR 100 000.
(b) Maximum grant for a project: EUR 200 000.
(c) Maximum proportion of project costs to be covered by Community funding: 80 %.
