General
objectives
|
To help
to implement the EU action plan on drugs 2000-2004,
This will be the last year for this budget line which
should be incorporated into consolidated justice and
home affairs programmes from 2003 onwards. Taking this
into account, the main aim of the preparatory actions
to be financed under the budget line is to prepare the
specific elements aiming at combating drug trafficking
in the consolidated justice and home affairs programme.
At the same time, the Commission will use the funds
available to reinforce, and to give visibility to, the
fight against drug trafficking. The Commission will
carry out two types of activity under this budget line.
First, the Commission will award contracts for studies
to improve the effectiveness of the EU's activities
against drug trafficking. Secondly, the Commission will
subsidise other activities that would contribute to
combat drug trafficking. The aim of this notice is to
request proposals for activities that could be subsidised
by the European Commission under this budget line.
The Commission is keen
to ensure that the preparatory actions funded under
this budget line do not duplicate but complement existing
Community programmes. The Commission therefore considers
that this budget line should give priority to activities
that deserve greater support than the existing programmes
can provide. With the funds available in 2002, the Commission
will support activities that reinforce the fight against
drug trafficking and will give priority to the following
areas:
- synthetic drugs, and
- chemical precursors.

Target
group
|
- Applicants must have
the capacity to finance the proposed activities properly.
Any co-financing organisation must submit an explicit
undertaking to provide the amount of funding stated in
the grant application.
- Applicants must have the operational (technical and
management) capacity to complete the action to be supported.
In particular the team responsible for the action must
have adequate professional qualifications and experience.
- CVs and particulars of involvement in similar types
of operations or actions must be attached for each member
of the project's staff team.
- Applicants must provide an undertaking to the effect
that, if selected for financing by the Commission, they
will provide a bank guarantee or equivalent security equal
to the amount of the advance payment of the grant made
by the Commission.
- Actions must include a description of possible follow-up
measures to preparatory actions.
- Actions must have the active involvement of bodies in
at least two Member States.
- The application must be typewritten (or equivalent)
on the form included in the vade-mecum on grant management
(see section G below) and it must be signed by the legal
representative of the applicant.
- A summary forward budget must be attached. It must be
balanced and explanatory details must be attached to it,
such as a detailed breakdown of the budget and the calculation
methods used. |

the budget
line for preparatory actions for a programme to fight
drug trafficking (B5-831) was allocated a total of EUR
1 million in the 2002 budget of the European Communities.
The budget available is EUR 1 million.
The maximum grant amount is EUR 400 000.
Normally EU financial support should not exceed 80 % of
the total eligible cost of the action, but the commentary
to the budget line states that studies, seminars and exchanges
of experts could be financed up to a level of 100 %.
When awarding grants, the Commission will take into account
the level of co-financing available and will not exceed
the 80 % limit unless there is a strong justification
for doing so.
The selection of a project in no way constitutes a firm
commitment on the part of the Commission to grant a financial
contribution equal to the amount requested by the applicant.
The grant awarded shall under no circumstances be higher
than the amount requested. |
