Is it a successor to any other programme(s)?
To the LEADER Community initiatives (1989-93 programming period) and LEADER II (1994-99 programming period).

General objectives:
To encourage original, high-quality strategies for integrated rural development that have been designed and implemented by active partnerships operating locally.

Types of action:
Support for pilot integrated territorial rural development strategies based on a bottom-up approach and horizontal partnership.
Support for inter-territorial and transnational cooperation.
Networking of all European Union rural areas, whether or not beneficiaries under LEADER+, and all those participating in rural development.

Start and end dates of programme:
1 January 2000 to 31 December 2006

Total available budget:
2 020 million at constant 1999 prices for the period 2000-06.

Legal Basis for the funding:
Article 20 of Council Regulation (EEC) No 1260/1999
Commission Communication to the Member States 2000/C 139/95

Nature of Community contribution:
Co-financing in the form of grants.

Level of Community contribution:
In Objective 1 regions: maximum 75% of the eligible total cost.
In other regions: maximum 50% of the eligible total cost.

Organisations(s) which may benefit from the programme:
Local groups must consist of a balanced and representative selection of partners drawn from different socio-economic sectors in the region, with economic and social partnerships and associations accounting for at least 50% of the partnership at the decision-making level.
The groups are selected by the national or regional authorities on the basis of transparent procedures that guarantee compliance with satisfactory conditions of competition.

Eligibility:
Those eligible are entities, firms or natural or legal persons promoting an eligible project.
The conditions of eligibility are set out in the regulations forming the legal basis and in the programmes approved by the Commission which the Member States make available to the public.

Procedure to be followed:
A detailed project should be submitted to the local action group concerned.
