General objectives
Heading A-3029 of the general budget of the European Communities provides support for international non-governmental youth organisations operating in a European framework. Such support was encouraged by the European Parliament in a resolution passed on 14 June 1991. This call for proposals relates to grants to be awarded for the year 2003 (1 January to 31 December).
The main aim of these grants is to encourage the development in Europe of international non-governmental youth organisations and to promote activities of European interest involving and/or targeting young people.
Grants are intended to cover part of the beneficiary organisation's operating costs, so as to enable it to carry out youth activities in a European context.
Target group
Proposals will be examined only from organisations which:
— are international,
— are non-governmental,
— are non-profit-making,
— are youth organisations, or have a broader scope but include a section dedicated to youth,
— have active member organisations in at least eight of the following countries:
— EU: Austria, Belgium, Denmark, Germany, Spain, Portugal, France, Italy, Sweden, United Kingdom, Ireland, Luxembourg, Netherlands, Finland, Greece,
— EFTA countries in the EEA: Iceland, Liechtenstein, Norway,
— Candidate countries: Bulgaria, Cyprus, Estonia, Hungary, Lithuania, Latvia, Malta, Poland, Czech Republic, Romania, Slovakia, Slovenia, Turkey, including at least two EU Member States.
Exception: it is sufficient for organisations which have never received support under budget heading A-3029 to have active member organisations in at least six of the above countries, including two EU Member States.
— receive co-financing amounting to at least 20 % of their total annual budget from sources other than the European Union budget,
— have independent legal status at the time of application,
— include, among their own staff, at least one full-time employee.
In the event of parallel applicationsfrom a European organisation and a more geographically extensive organisation with the same members (or a majority thereof) in the countries of the European Union and with similar aims, a single grant will be awarded; in principle, priority will be given to the European body. Where appropriate, the organisations concerned are called upon to agree to submit a single application.

The budget available for 2002 was EUR 1,5 million. Based on this amount, the Commission has supported 93 international non-governmental youth organisations in 2002. The amount for 2003 will be of the same order of magnitude.
Proposals which meet all the selection criteria will be assessed on the basis of the award criteria . Within the limits of the funds available, those organisations obtaining the highest number of points will receive a grant.
Duration
The Commission will follow the following indicative timetable:
—February 2003: completion of examination of applications,
— March 2003: decision,
— April 2003: written communication of the results to applicants.
