Context
and objectives
Budget heading B3-4310 allows the Commission of the European
Communities to support projects in the area of health
and safety where the objectives pursued can contribute
significantly to its priorities. The Commission is particularly
keen to promote greater involvement of labour inspectors
in encouraging the effective enforcement of Community
law.
The Commission's general aims relating to safety and health
at work are based on the expert report from the Committee
of Senior Labour Inspectors. This Committee is also kept
up to date on proposals made.
The Commission intends to co-fund projects in the following
areas, for the exclusive benefit of the Member States'
labour inspection authorities, in order to meet the aim
set out above.
— European safety at work campaign conducted by labour
inspectorates in the construction sector
—
follow-up, with special regard to the international exchange
of prevention policies and practices, to the recommendations
of the European session on the risk of asbestos organised
by the Senior Labour Inspectors' Committee in Member States.(VP/2002/18)
Important note: projects must be submitted solely
by the competent inspection authorities of the Member
States.
The total budget available for this call for proposals
is in the order of EUR 60 000 per Member
State, not exceeding the total available budget EUR
800 000.
The balance of the commitment appropriations of budget
heading B3-4310 is reserved for direct subsidies to the
technical trade union office and various international
organisations for statistical projects, for specific activities
and for unsolicited proposals.
The financial contribution will not exceed 70 % of the
total costs. Beneficiaries will be selected on the basis
of the criteria indicated in the call for proposals and
according to the budget available. There is no limit to
the length of projects, but they should not exceed 18
months, except in cases which are duly justified. Only
those costs incurred after the deadline for submission
of applications (November 2002) may be considered. |

criteria
Proposals will be considered only from applicants:
- with their own legal status;
- with their own administrative and financial management
structure;
- with their own funding apart from that provided by subsidies
and grants from European institutions.
Any applications from organisations that have not indicated
in the budget part of the form another source of revenue
at the time of submission will be automatically rejected;
- whose applications are presented in conformity with
the requirements (accompanied by an official covering
letter, dated, signed and quoting reference VP/2002/17),
the completed, dated and signed application form, a bank
statement, a balanced budget estimate expressed in euros,
and all the documents specified in the 2002 guidelines
for applicants;
- which are able to fund their activities during the period
of the project;
- which have the technical capacities to complete the
proposed project.
In the examination of proposals, beneficiaries will be
selected on the basis of the following criteria:
- conformity with the objectives defined above,
- visibility of the Community dimension,
- the impact of the Community subsidy on incentive and
visibility,
- planned measures for the monitoring, control and subsequent
evaluation of the proposed activity,
- recognised expertise in the chosen area,
- ability to ensure the exchange of information and transfer
of experiences between Member States,
- subsidy rate requested,
- cost-effectiveness. |

Funding
terms and conditions
The financial feasibility of the project must be demonstrated.
Consequently, the Commission of the European Communities
must be kept informed of the financial arrangements envisaged
for the purpose of implementing the project and the state
of negotiations with the various partners.
Where several organisations are taking part in a project,
the application should be submitted by just one of them.
This organisation will act as the Commission's contact.
In such a case, the division of tasks between the various
organisations must be clearly defined. The applicant must
append to the application the agreements with these organisations
and a draft subcontracting agreement with them.
The beneficiary of a subsidy must promise explicitly to
guarantee his/her part of the funding and, if necessary,
to cover expenses not covered by the Community subsidy
ifthe other backers default. Any other sources of revenue
for the project must be stated in the application.
The amount of the subsidy will be calculated on the basis
of a percentage of the total eligible costs necessary
to carry out the project. This percentage can vary between
10 % and 70 % of the total costs, depending on the specific
merits of the project, notably its added value for the
EU.
Any other application for a subsidy submitted to another
office of the European Union must be notified immediately
to the department administering this call for proposals.
The funding terms and conditions will be laid down in
the subsidy agreement presented to the beneficiary before
signature.
The following expenditure shall not be considered eligible
and therefore cannot be charged directly or indirectly
to the Commission:
- the cost of capital invested,
- provisions of a general nature (for loss, possible future
debts, etc.),
- debts,
- interest on debts,
- bad debts,
- exchange losses, apart from exceptional cases which
are expressly anticipated,
- expenditure on luxuries,
- contributions in kind,
- the profit margin,
- distribution, marketing and advertising expenses to
promote products or commercial activities,
- expenditure related to protecting the results of the
work defined in the subsidy agreement. |
