General objectives:
To increase awareness on the job market of training undergone abroad and promote its recognition, thus encouraging mobility of individuals training in Europe and helping to create links between schools and/or vocational training centres

Types of action:
The decision establishes a concept (periods of vocational training which an individual in work-linked training undergoes in another country) and lays down quality criteria but does not fund European pathways for training. A Community information document (Europass Training) certifies that the European pathway has been completed and describes the training content in the languages of the two organisations concerned.
Within the budget laid down by the Decision, the Commission can co-finance awareness-raising, information, communication, promotion and evaluation activities carried out by national implementing bodies and, where appropriate, awareness-raising activities conducted by the social partners at European level. The budget also makes provision for issuing invitations to tender, e.g. for studies, particularly as part of evaluation activities

Start and end dates of programme:
1 January 2000 - 31 December 2004

Total available budget:
7.3 million

Legal Basis for the funding:
Council Decision 1999/51/EC of 21 December 1998 on the promotion of European pathways in work-linked training, including apprenticeship (OJ L 17 of 22 January 1999, p. 45), which entered into force on 1 January 2000

Nature of Community contribution:
Co-financing; grants following the outcome of tendering procedures

Level of Community contribution:
No more than 50% for co-financing; up to 100% for activities awarded as a result of tendering procedures (production of documents, studies)

Organisations(s) which may benefit from the programme:
In each country, a body entrusted with implementation by the Member State (co-financing); relevant bodies in the case of activities covered by invitations to tender (without restriction)

Eligibility:
The bodies responsible for implementation are appointed by the Member States; in the case of activities covered by invitations to tender, the Commission rules apply

Procedure to be followed:
The bodies responsible for implementation will receive grant application documents from the Commission
The invitations to tender will indicate the procedure to be followed
