General objectives

The Charter of Fundamental Rights of the European Union, which was proclaimed on 7 December 2000, is the catalogue of fundamental values on which the European Union is founded . It serves to interpret Article 6(2) of the Treaty on European Union.
The Charter covers civil, political, economic and social rights divided into six chapters: dignity, freedoms, equality, citizens' rights and justice. It takes over rights which have already been laid down in other instruments, such as the European Convention for the Protection of Human Rights or the Community Treaties, or which have been recognised by the Court of Justice as general principles of Union law, resulting from the shared constitutional traditions of the Member States; it also includes rights which, without being genuinely new, are meant as a response to the concerns connected with present and future development of information technology or genetic engineering. The Charter also provides a response to today's demands for transparency and impartiality in the operation of the Community administration.
Aware of its spiritual and moral heritage, the European Union is based on the indivisible and universal values of human dignity, freedom, equality and solidarity; it is also founded on the principle of democracy and that of rule of law. The individual is the focus of its action with the introduction of Union citizenship and the establishment of an area of freedom, security and justice.
The number of complaints and requests for information relating to fundamental rights that Commission departments receive from European citizens bears witness to the need for assistance and information that people feel when they have to claim or defend these rights. It should be added that their letters highlight that this need for information concerns matters falling within the scope of Community law and matters outside this scope.
In its report on the fundamental rights situation in the European Union for 2000 (2000/2231(INI)), the European Parliament recommends that information tools on fundamental rights be developed so that all those concerned can find the information they require.
The cost of operations under this project will be borne by the European Commission. An appropriate budget line has been provided (B5-850N in the 2002 budget).

Purpose of this call for proposals
Development of information tools on fundamental rights which will enable all those concerned to obtain whatever information they may need for the protection of fundamental rights.
Actions
Support for the development of information sources to let people know about the civil, political, economic and social rights enjoyed by European citizens and all persons residing within the European Union, and the legal or other remedies available should these fundamental rights be infringed.
Such information tools can be of different kinds. For example, they may be databases or some form of legal advice and assistance.
The proposed action must comply with the objectives set by the Commission and must clearly show that it is co-financed by the Community.
The expected results must promote the objectives set. These results, as described in the application form, must also be measurable so that achievement can be monitored, checked and subsequently evaluated.
The action must satisfy the cost-effectiveness principle, i.e. the expected result must be reasonable in relation to the amount of the grant. The category breakdown of the budget may include a guarantee that the amount of grant is the minimum required to carry out the action.

Target group
Non-governmental organisations, national, regional and local authorities, international organisations and other not-for-profit organisations with confirmed experience and competence in the area concerned are invited to submit project proposals.
The European Community applies an equal opportunities policy. Women are therefore particularly encouraged to take part in projects presented under this call for proposals.
Proposals will be assessed against the following selection criteria.
- Applicants must have the capacity to finance the proposed activities properly.
- Applicants must have the technical and management capacity required to complete the action for which the grant is requested.
Supporting documents must be supplied concerning these two criteria. As regards the first, requesters must prove that they have stable and adequate sources of finance to maintain their activity throughout the period during which the action is in progress and to contribute, where appropriate, to its financing. As regards the second criterion, the CVs of the members of the team responsible for the action must be attached together with any references concerning present or past involvement in actions financed by the Commission or contracts signed with the Commission.

The available budget is EUR 460 000.
The Commission's financial support may not exceed 80 % of the total eligible cost of the action. In addition, the Commission contribution for a given project must be between EUR 115 000 and EUR 150 000 for the entire project.
Contributions in kind will be taken into account in the calculation of the total amount of grant.

Proposals scoring highest on the following award criteria may be financed, subject to availability of funds.
The award criteria are as follows:
- overall assessment of the proposal taking into account the proposed methodology, feasibility of the action, timetable and realistic nature of budget estimates (70 %);
- amount of financial contribution (30 %).
Duration
Projects proposed may last 12 or 24 months.
Projects selected will start up as soon as a contract has been signed by the two parties. The Commission expects projects to be able to start by the end of 2002.

The completed form must reach the Commission by 15 October 2002 inside two sealed envelopes.
If self-adhesive envelopes are used they must be sealed with adhesive tape and the sender must sign across this tape. The inner envelope must be marked ‘Action relating to fundamental rights, application from (name of grant applicant) — Not to be opened by the mail department’.
