General
objectives
|
|
Established upon the
initiative of the European Parliament in 1994,the main
aim of the European initiative for democracy and human
rights is to promote human rights,democracy and conflict
prevention in third countries by providing financial
support for activities supporting these goals.

and 1999,and in 2000,are available at:

In May 2001,the Commission adopted a policy statement,or
communication ,on the EU's role in promoting human rights
and democratisation in third countries.The Commission
has identified priorities, which are subject of calls
for proposals in 2002,as well as countries which are
the focus for certain activities. The present notice
concerns the call for proposals covering support for
democratisation,good governance and the rule of law
in the focus countries. For each of these countries,more
specific priorities have been elaborated.

Target
group
|
| Applicants must be non-profit-making
and be a non-governmental organisation or a higher education
institution and normally have their headquarters within
the European Union or in a beneficiary country. |

Geographical
area
|
Activities may take place
in,or be directed towards,one or more of the following
countries: Algeria,Bosnia-Herzegovina,Burundi, Cambodia,Colombia,DR
of Congo,Eritrea,Ethiopia, Fiji,Georgia,Guatemala,Haiti,Indonesia,Israel,Gaza
and the West Bank,Ivory Coast,Mexico,Mozambique, Nepal,Nigeria,Pakistan,Russia,Rwanda,Sierra
Leone, Sudan,Tunisia,Turkey,Ukraine,FR Yugoslavia, Zimbabwe.
Where activities take place in more than one of these
focus countries,all the countries must be in the same
geographical region and the activities must be a priority
for each of the countries in which the activities take
place.

Finance
|
The global
indicative amount available under the present call for
proposals is EUR 40 000 000.
Maximum and minimum grant amounts
(a) Minimum grant for a project: EUR 300 000.
(b) Maximum grant for a project: EUR 1 500 000.
(c) Maximum proportion of project costs to be covered
by Community funding: 80 %.
(d) Minimum proportion of project costs to be covered
by Community funding: 50 %.
Maximum number of grants to be awarded: 133.

2003.

| Maximum project duration:
36 months. |

|
Tuesday 5 November
2002 ,16.00 CET.
Any application received by the European Commission
after this deadline will not be considered. applications
since the Commission will publish the most frequently
asked questions and the corresponding replies.

Application format
and details to be provided
Applications must be submitted using the standard application
form attached to the guidelines for applicants mentioned
in point 12,whose format and instructions must be strictly
observed. For each application,the applicant must supply
one signed original and three copies,and a 3 ½''diskette
with a data version.
Any application received by the European Commission
after this deadline will not be considered. All applicants
are encouraged to consult the above Internet web page
regularly before the deadline for applications since
the Commission will publish the most frequently asked
questions and the corresponding replies.
