General
objectives
|
|
Established upon the
initiative of the European Parliament in 1994,the main
aim of the European initiative for democracy and human
rights (EIDHR) is to promote human rights,democracy
and conflict prevention in third countries by providing
financial support for activities supporting these goals.A
report on projects funded by the EIDHR between 1996
and 1999 is available at:

In May 2001,the Commission adopted a policy statement,or
Communication ,on the EU's role in promoting human rights
and democratisation in third countries.The Commission
has identified themes, which will be subject of four
calls for proposals in 2002:
—Support for the abolition of the death penalty.
—(i)The prevention of torture,and (ii)the provision
of support for the rehabilitation of torture victims.
—Combating impunity and promoting international justice
in particular through support for the work of the international
tribunals and the establishment and operation of an
international criminal court.
—(i)Combating racism and xenophobia (by implementing
parts of the action plan produced by the UN World Conference
against Racismin 2001,and (ii)discrimination against
ethnic minorities and indigenous people. The present
notice concerns the call for proposals covering the
support for the abolition of the death penalty.

Target
group
|
| Applicants must be non-profit-making
and be a non-governmental organisation or a higher education
institution and normally have their headquarters within
the European Union or in a beneficiary country. |
|
Geographical
area
|
| Activities may take place
in one or more of the countries where the death penalty
still exists,as well as at a regional level (at least
two countries in the same geographic region)and global
level.

Finance
|
Overall amount
available for this call for proposals
The global indicative amount available under the present
call for proposals is EUR 7 million.
Maximum and minimum grant amounts
(a)Minimum grant for a project:EUR 300 000.
(b)Maximum grant for a project:EUR 1 500 000.
(c)Maximum proportion of project costs to be covered by
Community funding:80 %.
(d)Minimum proportion of project costs to be covered by
Community funding:50 %.
