General objectives

I.1. The aim of this call for proposals is to identify actions which may be eligible for financial support from the European Commission, Directorate General for Environment.
I.2. For guidance and subject to confirmation of the appropriations under the budget for 2003, DG Environment is planning to allocate in total about EUR 3.2 million.
I.3. The fields concerned, and the nature and content of the actions (as well as the conditions for granting assistance and application forms) are set out in documentation on the Europa Website at the following address:

All the documents required for a proposal must be sent in triplicate to the address set out in point I.3. They should be presented using the forms attached to the guidelines of the call for proposals.
The complete proposal must be delivered by registered letter, by private courier or by hand. For deliveries by mail please indicate the above address; if delivered by private courier or by hand please indicate the above address and deliver to the Commission's central mail office in Rue de Genève 1, B-1140 Brussels (Commune: Evere). The postmark, the date of collection by the courier or the acknowledgment receipt issued by the service of the Commission will serve as proof of the date of submission of the proposal. Faxes, electronic mail, incomplete dossiers or dossiers sent in several parts will not be accepted.
The proposal must at least be valid until 31 December 2003.
The procedure for the appraisal of a proposal is as follows:
- receipt, recording and acknowledgement of receipt by the services of the Commission
- examination by the services of the Commission and consultation of the advisory committee foreseen by the Community Framework
- formulation of the final list of beneficiaries and communication of the result to the applicants.
Beneficiaries will be selected on the basis of the criteria set out in the documentation relating to this call for proposals and within the limits of the available budget.
In the event of final selection by the Commission, a contract (made out in Euro) will be concluded between the Commission and the party submitting the proposal.
