Is it a successor to any other programme(s)?
To the rural development programmes under Objectives 1, 5a, 5b and 6 of the 1994-99 programming period and the measures accompanying to the common agricultural policy reform (Council Regulations (EEC) Nos 2078, 2079 and 2080/92).

General objectives:
To accompany and supplement the other common agricultural policy instruments through measures aimed at improving agricultural structures, the diversification of production and activities, sustainable forest development, the social and economic development of rural areas, environmental protection and the promotion of equal opportunities for men and women.

Types of action:
Co-financing of:
- investments in agricultural holdings
- setting-up of young farmers
- training
- early retirement
- less-favoured areas and areas with environmental restrictions
- agri-environment
- improving processing and marketing of agricultural products
- forestry
- promoting the adaptation and development of rural areas.

Start and end dates of programme:
1 January 2000 to 31 December 2006.

Total available budget:
30 370 million at constant 1999 prices for the period 2000-06, for the measures financed by the EAGGF Guarantee Section.
The budget for the measures financed by the EAGGF Guidance Section forms part of the total budget available for Objective 1 programmes (see the corresponding sheet drawn up by the Regional Policy DG).

Legal Basis for the funding:
Articles 36 and 37 of the Treaty
Council Regulation (EEC) No 1257/1999
Commission Regulation (EEC) No 1750/1999

Nature of Community contribution:
Co-financing in the form of grants.

Level of Community contribution:
In Objective 1 regions: maximum 75% of the eligible total cost.
In other regions: maximum 50% of the eligible total cost.

Organisations(s) which may benefit from the programme:
Private or public sector firms, other public- or private-sector bodies, including natural or legal persons promoting eligible projects.

Eligibility:
Those eligible are entities, firms or natural or legal persons promoting an eligible project. The conditions of eligibility are set out in the regulations forming the legal basis and in the programmes approved by the Commission which the Member States make available to the public.

Procedure to be followed:
A detailed project should be submitted to the programme-managing authority designated by the central or regional authorities and defined in the programmes approved by the Commission.

Deadline: 30.04.2002
