|
Carnot is the programme to promote:
- the use of clean and efficient technologies (CCT)
( 2 ) to plants using solid fuels in order to limit
emissions, including carbon dioxide emissions, from
such use,
- the encouragement of the development of advanced clean
solid fuels technologies in order to achieve improved
BAT (best available technologies) at affordable cost.
Carnot programmes shall support two categories of measures
on clean coal technology for solid fuels, namely:
- Measures to foster cooperation aimed at promoting
better market and technical information.
- Measures to foster industrial strategic cooperation.
General principles
Carnot 2002 should give highest priority to measures
which aim to promote the contribution of clean coal
technologies (CCT) to Community objectives on energy
policy and sustainable development, under the scope
of the European Union enlargement process and international
cooperation in energy matters. In particular, measures
aiming at the contribution of clean coal technologies
to the energy and climate change objectives raised from
the debate on the Green Paper "Towards a European
strategy for the security of energy supply" .
The general principles for such measures are the following:
- The measures shall contribute to Europe's security
of supply , whilst making a positive impact on the global
reduction of CO 2 emissions.
- The measures shall contribute to increasing public
awareness of the fact that clean coal technologies can
contribute to the safe and clean supply of electricity
at prices that can improve the global competitiveness
of the electricity market.
- The measures shall contribute to reinforcing Community
energy objectives in international cooperation activities
and/or accession countries.
- The measures shall identify market opportunities for
technological transfer in targeted regions, preferably
by implementing the Flexibility Mechanisms proposed
in the Kyoto Protocol.
- The measures shall serve to explain how solid fuels
can contribute to reaching the aims of the internal
market for energy, especially for the reduction of prices
for the electricity end-consumer.
- The measures shall be industry-led and market-oriented,
as well as tending towards the interest of a significant
group (or sector) of the European CCT.
- The following targeted regions should be considered
as priorities for 2002:
- Russia, because of the joint declaration agreed at
the EU-Russia summit on 3 October 2001 between President
Prodi and President Putin on the energy dialogue and
the operational proposals identified in the synthesis
report attached to this declaration,
- the European Union, due to the policies and mechanisms
(PAMs) identified by the European climate change programme
(ECCP), Working Group 2 on energy supply,
- accession countries (because of the importance of
CCT to match environmental objectives). Carnot proposals
should demonstrate a potential follow-up for future
technology transfer and investment. The backing from
the political and/or industrial organisations from the
targeted regions where the Carnot measures take place
will be appreciated as a signal of their interest in
the Carnot proposals. Financial contributions from the
beneficiaries of the proposals will be considered as
an expression of the highest interest.
In Carnot 2002, the following specific measures are
eligible:
- in the context of the "EU-Russia partnership
on energy", actions aiming at identifying CCT projects
in Russia which could be considered as financed through
the joint implementation mechanism of the Kyoto Protocol
and, more precisely, the starting up of a pilot project
in a coal power plant in Russia,
- in the context of the diversification of fuels in
the European Union and the accession countries, pre-engineering
studies of CCT projects that can contribute to the clean
and efficient utilisation of competitive indigenous
solid fuels.

Target
group
|
| Legal
entities, organisations, individuals, public and private
enterprises, as well as existing Union-wide networks,
or temporary grouping of organisations and/or enterprises
formed for the purpose of carrying out particular projects,
are invited to submit proposals for the implementation
of actions and measures under the following 2002 guiding
principles |

Geographical
area
|
In general,
proposals should involve at least two non-affiliated partners
from different Member States or the European Economic
Area (EEA). The Carnot programme shall be open to associated
central and east European countries in accordance with
the conditions, including financial provisions, laid down
in the additional protocols to the Association Agreements
or in the Association Agreements themselves relating to
participation in Community programmes. The Carnot programme
shall also be open to Cyprus on the basis of additional
appropriations, under the same rules as those applied
to the EFTA/EEA countries, in accordance with procedures
to be agreed with that country.
The Carnot programme is open to associated central and
east European countries and Cyprus under certain conditions

Finance
|
Proposals
can include measures of the two categories included in
Article 3 of Council Decision 1999/24/EC. The proposal
shall clearly indicate which measures aim at fostering
cooperation by promoting better market and technical information
(Article 3(a) of the Decision) and which measures aim
at fostering industrial strategic cooperation (Article
3(b) of the Decision). The maximum Community contribution
for Article 3(b) measures co-financed under this call
for proposals will be 50 % of the eligible cost of the
project. Priority will be given to proposals in which
industry and/or other market actors demonstrate their
interest by committing more than 50 % of their own co-financing.
The maximum Community contribution for Article 3(a) measures
under this call for proposals will be 100 % of the eligible
cost of the project. A clear indication of the funding
level shall be given for each of the measures included
in the proposal for action.
The total budget for Carnot 2002 actions will be EUR 600
000. Carnot proposals should demonstrate a measurable
impact on the Carnot 2002 objectives. For that reason,
the concentration of actions on well-integrated proposals
will be considered as a merit during the evaluation process.
The European Commission considers that in order to find
consistent proposals, the Community contribution should
be at least EUR 200 000. |
