General objectives


The objective of this COGEN 3 full-scale demonstration projects programme is to support the implementation of full-scale demonstration projects (FSDP). The FSDP demonstrate the technical reliability and economic viability of proven European Union (EU) co-generation technology to ASEAN end-users. The financial contribution from the European Commission (and the associated contractual obligations) ensures access to the actual technical and financial data of the project. This allows promotion of the performance of the technology, especially through site visits by other potential end-users. The FSDP must be a co-generation system, i.e. it is a combined production of electrical (or mechanical) and useful thermal energy from the same primary energy source. The FSDP must utilise fuels within the main categories of biomass, gas and coal:
- biomass and biogas,
- natural gas and liquefied petroleumgas (LPG),
- coal, lignite or peat. The COGEN 3 FSDP programme is one activity in the overall COGEN 3 programme with the objective to enhance economic cooperation between EU and ASEAN through the implementation of clean and efficient co-generation technologies.

Target group
Partnership of ASEAN end-user and EU co-generation equipment supplier(s) may apply. This partnership should be a minimum of a buyer-seller relationship specifically entered into for the implementation of the project being proposed. The equipment eligible for financial contribution must be supplied by a European Union (EU) co-generation equipment supplier. The EU co-generation equipment supplier is defined as a legal or natural person in one of the EU Member States.
The projects will be selected according to four main criteria: technical merits, commercial viability, environmental/ national/social benefits and demonstration value/ replicability.
Geographical area
The FSDP must be implemented in one of the ASEAN member states.
Finance
The overall amount available is EUR 10 million.
A grant will be up to a maximum of 15 % of the total eligible cost with a maximum limit of EUR 400 000. There is no minimum grant amount. 6. Maximum number of grants to be awarded There is no maximum number of grants to be awarded.
Duration
The FSDP must be implemented within the COGEN 3 programme duration which ends on 31 December 2004. This implies that the co-generation projects must have reached commercial operation date (COD) or handing over date (HOD), whichever comes first but not later than 31 December 2004.

Applications must be submitted using the grant application form attached to the guidelines for applicants , whose format and instructions must be strictly observed. For each application the following must be supplied by the applicant:
- one signed paper original of the application form and the supporting documents,
- two paper copies of the application formand the supporting document,
- one electronic copy (Word document) of the application form.
