objectives

Description of planned activities
Public — Private policy dialogue initiatives are proposed
(and if approved, implemented) by ‘Intermediaries’ (see
item 7) whose scope of action includes Investment and
Inter-enterprise Cooperation Agreements (I & ICAs).
— Policy dialogue strategy planning (activity
code No 112): Preparation of proposals for action plans
aiming at promoting public — private initiatives related
to the improvement of the investment environment and
climate (e.g. investment-related policy and legal reforms,
investment regulatory framework, legal system vis-à-vis
investment protection or guarantee, implementation of
best practices in investment promotion, promotion of
investment packages, public-private-partnership approaches
(i.e. in the water treatment and management), investment-related
Economic Partnership Agreements strategies and approaches,
. . .).
— Development of investment policy proposals
(activity code No 113): Activities related to the development
of initial action plans/strategy papers into fully substantiated
policy proposals ready for submission to regional/national
authorities and the reinforcement of intermediary organisations
in the field of policy dialogue.
— Implementation of policy proposals and lobby activities
(activity code No 114): Provision of technical assistance
to ACP intermediaries in the course of lobbying regional/national
authorities to introduce specific improvements in the
regional/ national investments environment and climate,
as well as implementation of specific policy proposals.
Proposed activities should have a regional scope and
be result oriented.

‘Intermediaries’ include: ACP Intermediary Organisations
such as Chambers of Commerce and Industry, professional
and sector associations, employer's federations and ACP
Investment Promotion Agencies (including Export Processing
Zones). For details, see the ‘Guidelines for applicants’ |

ACP countries. A sub-regional/regional dimension (at least
two organisations from two different ACP countries) is
compulsory. |

Duration

duration for implementation of the project: Nine months
( If the implementation of the activity has not started
within three months of notification, then the approval
will be withdrawn, unless the delay is duly justified
and approved in advance by Proinvest. ), from the date

There
will be four deadlines for receiving applications in 2003:
30 April;
16 June,
15 September
and 15 October. |
