General
objectives
|
|
Nature of activities
Projects apt to be financed in the context of this call
for expressions of interest must relate to the control
of HIV/AIDS and meet the following priorities and principles:
Priorities
The Commission wishes to support activities which can
help improve the relevance and usefulness of programmes
t prevent, care for and/or treat HIV/AIDS among young
people, including the vulnerable and the poor.
—Information, education and communication directed towards
changing behaviour, bearing in mind that the context
(social, health, economic and cultural) must make the
desired developments possible.
—Developing services so as to improve access and quality
for young people, including young women, and reduce
their vulnerability to HIV infection: research/action/training
for health system organisation, adaptation of activities
and programmes in terms f prevention, care and treatment.
Guiding principles
—Develop innovative approaches, products and/or services
in line with the concerns of the ‘Millenium Development
Goals ’with respect to HIV/AIDS. —Supplement other instruments
delivering development, aid in general, and European
aid in particular.Special attention will be paid to
situations in which other instruments cannot be used.
—Take into account feasibility and sustainability when
adapting them for a large number of recipients.
—Include the concerns of young people from the most
disadvantaged and vulnerable sections of the population.
—Integrate gender equality at health-system level into
programmes to combat AIDS which target young people,
and in particular young women, especially as regards
questions concerning sexualrel ations where young women
are particularly at risk and are subject to constraints
and various forms f violence in the home, at school,
at the workplace and in other socialspheres, on account
of biological, social and economic factors. —Support
the policies, strategies and priorities implemented
by health systems and programmes in the areas concerned.
—Give priority to relevant and effective collaboration
between partners within a single country and/or in different
countries which integrates the fight against HIV/AIDS
with wider issues of poverty reduction.
—Integrate research, action and training into project
development.
—Demonstrate potentialfor strengthening the capacities
of developing countries and local networks.
—Produce measurable results in terms f health, improvement
of living conditions and poverty reduction

Target
group
|
Organisations responding
to this call for expressions of interest must belong to
a consortium made up of at least three (3) partner organisations.Each
consortium should include separate partner organisations
specialised in each of the three (3) following types of
project: research, action, and training.
In every consortium, there must be at least one public
sector organisation which is not part of the State, and
one private sector organisation.The organisations select
one of their number as ‘lead ’, and this organisation
acts as applicant.At least one of the organisations making
up the consortium, whether the applicant or another partner,
must have their headquarters in one of the beneficiary
countries where the project will be implemented.
In addition to the categories laid down above for applicants,
partners may belong to the following category:

Geographical
area
|
1.Projects should cover
either the most disadvantaged and most vulnerable groups
in the the least advanced countries (LDCs) and/or low-income
countries which fit the definition given in the list of
aid recipients drawn up by the Development Aid Committee
(OECD-DAC) (see list of countries in Annex to Guidelines
—Annex C) ;
2.or should target the most disadvantaged and most vulnerable
groups in other developing countries where large numbers
of people are still poor and/or marginalised, so long
as the projects in these countries are carried out in
partnership with activities in one or more countries from
the group identified under point 1 f this chapter — see
above.
Project activities must be carried out in at least two
different countries, or two different regions within the
same country.

Finance
|
Overall amount
available for this call for expressions of interest EUR
22 million.
Minimum grant per project: EUR 2, 5 million.
Maximum grant per project: EUR 5 million.
No grant may exceed 90 %f the project's total eligible
costs.The balance must be funded from the applicant's
own resources, or by partners, or from sources other than
the European Communities'budget. |

Expressions of
interest must be submitted using the standard expression
of interest form attached to the Guidelines for Applicants
, whose format and instructions must be strictly observed.
For each application, the applicant must supply one signed
original and two copies .Two copies on two separate diskettes
should also be enclosed, either in MS Word 6 or earlier,
or in RTF.
All applicants are encouraged to consult the above web
site regularly throughout the period leading up to the
deadline, as the Commission will be updating the site
with the most frequently asked questions (‘FAQ ’) and
corresponding replies.
