General
objectives
|
|
Planned activities
The objective of the decentralised cooperation activities
likely to be co-financed under this call for proposals
must be poverty reduction, based on support for disadvantaged
peoples in the developing countries that is designed
to meet their fundamental needs, improve their living
standards and increase their capacity for locally generated
development.
In this context the decentralised cooperation financed
from the Community budget is designed to act as a catalyst
and provide leverage in the political and social dialogue,
support for local development and the involvement of
local actors in European cooperation.
Thematic priorities
For budget years 2002 and 2003 priority will be given
to actions aimed at:
—capacity building of civil society actors and the local
authorities,
—promoting the dialogue between civil society actors
and governments at different levels (local, national
and international) with a view to contributing to setting
up new partnerships between the public and private sector,
—encouraging and reinforcing the participation of civilsociety
and the localauthorities in programming and implementing
Community coop- eration,
—improving the information,communication and networking
of actors in the south.
All these activities must take full account of gender
issues. The projects presented must be compatible with
the European Community's development policy.
Priorities for actors in the south
In 2002 and 2003 priority will be given to actions presented
by actors in the developing countries.

| For this call for proposals
actors in the developing countries are eligible, i.e.local
authorities, NGOs, indigenous peoples organisations, professional
associations and local initiative groups, cooperatives,
trade unions, women's or youth organisations, educational,
cultural and research organisations or institutions, churches
and any non-governmental association |

| The decentralised cooperation
activities must be carried out in one or more of the developing
countries on the list drawn up by the DAC (OECD —list
of aid recipients at 1 January 2001 —Part I ‘Developing
countries and territories: least developed countries/Other
low income countries/Lower middle income countries and
territories ’) which can now be consulted on the web page:http://www.oecd.org/htm/M00024000/M00024666.htm.
None the less,in 2002 and 2003, priority will be given
to countries where the concept and dynamics of decentralised
cooperation are insufficiently developed and where the
official instruments of Community cooperation are not
yet able to make a significant contribution to a more
participatory form of development. This list is given
in Annex F of the guidelines.

Finance
|
The overall
indicative amount available for this call for proposals
for 2002 is estimated at EUR 3 200 000 .
Subject to the decision of the budgetary authority,the
overall indicative amount available for decentralised
cooperation in 2003 is estimated at EUR 5 800 000
.
Minimum grant for a project: EUR 200 000 .
Maximum grant for a project: EUR 1 000 000 .
Maximum proportion of project costs to be covered by Community
funding: 80 %.

Applications must be submitted using the standard application
form attached to the guidelines for applicants, whose
format and instructions must be strictly observed. For
each application, one signed original and four copies
must be supplied by the applicant and in data format (a
PC compatible 3,5' diskette for Windows in MS-Word 6 format
or earlier or RTF must be attached to the original). |
