objectives
|
|
Grants awarded in the context of this call for proposals
are intended to support the Commission's research work
in the area of social affairs.
The aim is to generate up-to-date quantitative data,analyses
and methodologies based on the most recent knowledge
and experience in Europe in the areas concerned.The
results will have to help redefine the issues at stake
in these areas,helping to shed light on the long-term
agenda by revealing emerging tensions and the required
adjustments. Under this call for proposals,grants will
only be awarded to transnational approaches that make
a significant contribution to improving the Union's
knowledge on social phenomena and their changing patterns.
More detailed information on each item can be found
in the Guidelines Under this call,measures such as transnational
research projects and organisation of seminars and workshops
can be supported.
These activities must concern one of the following priorities:
HEALTH
Over the last years,there is a growing debate on health
care systems reform and the efficiency of different
policy options related to health care.
In the 1980s and 1990s several EU Member States increased
co-payments/user charges for health care services.Some
important questions arise in relation to this policy
debate. The projects should take account of all the
different types of services,products and population
subject to user charges in a number of representative
national cases within the EU and provide evidence concerning
the extent to which user charges represent a financial
barrier to access health care services,and whether there
is evidence on their impact on health outcomes.
MIGRATION AND ITS SOCIAL CONSEQUENCES
The existence of a trend towards growing ethnic,cultural
and religious diversity across the EU,fuelled by international
migration flows,is increasingly recognised among the
Member States.The Member States have used different
national policy approaches to immigrant's inclusion
and inte- gration.They refer to a wide range of activites,i.e.access
to education and culture,access to employment and training,
participation in the political and social life,etc.Within
this context,projects focusing on the different aspects
of the social integration of third country nationals,which
present a critical analysis of the existing typology
of approaches in the Member States,are particularly
welcomed.
THE COSTS OF NON-SOCIAL POLICY
The European Social Agenda adopted in 2000 paves the
way towards the reinforcement and modernisation of the
European social model.It emphasises the dual objective
of social policy: as a productive factor and to ensure
social cohesion and the protection of individuals. Although
direct expenditures are easily visible,it is difficult
to evaluate the impact and benefits,direct and indirect,of
social policy actions.The project should provide a focused
costbenefit analysis in a specific social policy area,based
on innovative evaluation methodologies and most recent
knowledge in Europe in the area of costs of non-social
policy.
It should develop a case-study approach for example
in one of the following domains:employment,anti-discrimination
and gender equality,health and sustainability of healthcare
systems,income distribution,social protection and tax/benefit
systems.
TIME USE,PARTICIPATION AND SOCIAL COHESION
Social and economic changes have transformed the patterns
of employment,social participation and lifestyles.It
is particularly important to analyse new patterns of
time use at different stages in life for men and women
and how they impact on the quality of life.The project
should take stock of innovative experiences for better
coordination of use of time and space in the Member
States and analyse how they impact on the quality of
life with emphasis on issues related to family and children
as well as on social participation in general.The project
should help reveal emerging tensions between social
practices and policies in order to propose the type
of adjustments which could facilitate participation
and social cohesion.
THE SOCIAL SITUATION IN APPLICANT COUNTRIES
Projects should review the available information about
social developments within the applicant countries and
conduct some specific research,which addresses social
policy issues of relevance to the EU. The following
dimensions of social reporting can be covered: demography,health,education,income,employment,social
participation and family and children issues.

Target
group
|
Consideration
will be given only to proposals:
—posted before 21 June 2002 for the attention of the Commission
in accordance with the procedure described below,
—submitted in accordance with the requirements mentioned
below and more precisely in the Guidelines.
Eligibility of applicants:
—applicants must enjoy legally established non-profit
status,
—applicants must be propoerly constituted and registered
in a Member State.(Organisations from applicant countries
may participate as partners in operations supported under
this budget line.),
—applicants must submit evidence of legal and financial
viability and professional integrity,as needed to complete
the activity for which funding is requested,
—applicants must be in a position to finance their activities,
—applicants must have the operational capacity (technical
and management)to complete the operation to be supported.
Eligibility of operation:
—only applications in which partners from at least three
Member States or applicant countries participate will
be considered,
—it must focus on one of the priorities of the call,
—measures may not have a duration exceeding 12 months
and must start in 2002,
—compliance with the Community co-financing percentage
of
maximum 80 %,
—the operation proposed by the applicant must not receive
financing from any other Community funding for the same
activity.
Ineligible measures:
—proposals consisting essentially of the development of
purely academic research,
—applications or parts thereof relating to funding for
ordinary running costs,costs of statutory meetings and
events,or costs of standard services which are usually
delivered by local,regional or national bodies or authorities,
—applications or parts thereof relating to funding for
activities taking place outside the territory of the Union
and the applicant countries or exclusively at local,regional
or national level,
—measures of profit nature.
ASSESSMENT CRITERIA:
At the assessment stage,beneficiaries will be selected
on the basis of the intellectual qualities of the proposals
and their consistency with the objectives defined in sections
1 and 2, in particular according to:
—the contribution of the proposed activities to the increase
of knowledge of the social situation and the extent to
which the proposed work programme addresses the priorities
listed above and demonstrates added value at European
level,
—the quality of the proposed approach and the formulation
of questions tackled in terms of the relevant policies
and,in particular,the clarity and precision of the objectives
and a realistic timeframe for these objectives, —transnational
dimension of the operation (example:partners or countries
involved),
—the innovative aspect of the measure,
—the transferability of the measure,
—cost-effectiveness of the measure. |

Finance
|
The
maximum budget made available under this call will be
between
EUR 500 000-600 000.The Commission expects to fund approximately
6-8 projects from this call,depending on the quality of
applications.The Community's financial contribution will
not exceed 80 % of the total eligible costs.
The partnership must guarantee cofinancing of the remaining
20 %.Contributionsin kind are not accepted. |

Only eligible applications will be evaluated against
selection and assessment criteria specified in the call
and the Guidelines. 3.Adoption of the final decision
and communication of the result to the applicants.
4.The grant agreements will be signed by the end of
September 2002 . Applicationsnot sent by the appropriate
deadline will be rejected.
Grant application form Applicants must submit a full
dossier in compliance with the instructions given in
the specially produced forms. The application form (which
is made up of four separate parts) and all documents
forming part of the application (text of the call for
proposals and guidelines for applicants) can be obtained
by mail.Eligible expenditure is taken to mean expenditure
actually incurred by the beneficiary from the effective
date of commencement of the measure and which is essential
to the sound performance of the measure.(More detailed
