General objectives:
- to boost the cinema in ACP countries ( The term ACP
(African, Caribbean and Pacific) refers to the signatories
of the Lomé Convention concluded with the European Community,
namely: Angola, Antigua and Barbuda, Bahamas, Barbados,
Belize, Benin, Botswana, Burkina Faso, Burundi, Cameroon,
Cape Verde, the Central African Republic, Congo, Democratic
Republic of Congo, Côte d'Ivoire, Djibouti, Dominican
Republic, Dominica, Eritrea, Ethiopia, Fiji, Gabon,
Gambia, Ghana, Grenada, Guinea, Guinea-Bissau, Equatorial
Guinea, Guyana, Haiti, Jamaica, Kenya, Kiribati, Lesotho,
Liberia, Madagascar, Malawi, Mali, Mauritius, Mauritania,
Mayotte, Mozambique, Namibia, Niger, Nigeria, Uganda,
Papua New Guinea, Rwanda, St Lucia, St Vincent and the
Grenadines, Western Samoa, Sao Tome and Principe, Solomon
Islands, Senegal, Seychelles, Sierra Leone, Somalia,
Sudan, Suriname, Swaziland, Tanzania, Chad, Tonga, Togo,
Trinidad and Tobago, Tuvalu, Vanuatu, Zambia and Zimbabwe.
) by confirming European support for it and improving
assistance procedures,
- to respond to the creativity of film makers in the
various ACP regions,
- to contribute to the emergence of new talents and
the perpetuation of generations of ACP film makers;
Specific objectives of this call:
- to step up support for full-length feature films,
which are the central focus of the programme,
- to increase the proportion of support given to short
and medium-length feature films, and to full-length
documentaries and animated films,
- to increase support for televised production (television
films, fiction and animated serials and mini-series,
and animated TV films), particularly those aimed at
a young audience and made for distribution on ACP television
channels, insofar as this will contribute to the development
of the ACP film industry.
Types of project:
Projects should help achieve the cultural cooperation
objectives set out in point 1.1 of the Guidelines and
consist in the production of fiction and animated films
(short, medium or full-length) and full-length documentaries
(lasting at least 52 minutes, excluding reports or magazines
for television and corporate/institutional films). Films
should be shot in 35 mm, Super 16 or digital format.
The final format of films must be 35 mm, except documentaries,
which may be in 35 mm or Beta final format.
Projects may also consist in the production of films
for television (lasting at least 50 minutes), serialisations
of fiction, including animation, and animated films
for distribution on ACP television channels. The final
format must be on Beta. Series must comprise at least
six episodes to be considered for the support programme.
However, mini-series (of at least three episodes) may
be given consideration if each episode last more than
40 minutes.
