General objectives


Asia Pro Eco programme is designed to strengthen the environmental dialogue between Europe and Asia. Areas of activity comprise environmental management capacity, market-based approaches to environmental protection and development, promotion and support of Europe-Asia environmental R & D networks. The activities should take place under the Policy reinforcement component which supports studies and technical assistance to identified governmental authorities, such as provision of expertise in formulating policies or adapting institutional frameworks, training of national executives, preparation of operational master plans or strategic studies, coordination of national plans.

Target group
Applicants must be national or regional authorities, or public sector operators with proven experience in providing technical assistance in the field of environmental policy-making, such as universities/research institutes and environmental agencies and organisations, (see section 2.1.1 of the ‘Guidelines for applicants 2003 Asia Pro Eco policy reinforcement’) .
An applicant together with a minimum of two partners may submit a proposal.
(a) If the applicant derives from an Asian participant country/territory, he/she must have two partners from two different EU Member States.
(b) If the applicant derives from an EU Member State, he/she must have one partner from an Asian participant country and one from a different EU Member State.
Geographical area
the European Union plus participating Asian countries, which are as follows: Afghanistan, Bangladesh, Bhutan, Cambodia, People's Republic of China (With the exclusion of Hong Kong and Macau), East Timor, India, Indonesia, Lao People's Democratic Republic, Malaysia, Maldives, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam.

Overall amount available for this call for proposals EUR 1 500 000
Maximum levels of co-financing and maximum and minimum amounts of grant for this programme component are:
— Policy Reinforcement
Maximum level of co-financing: 75 %
Maximum amount of grants: EUR 500 000
Minimum amount of grants: EUR 150 000
The programme will give priority to partnerships involving partners from the least developed eligible countries (Afghanistan, Bangladesh, Bhutan, Cambodia, Lao People's Democratic Republic, Maldives and Nepal).

Applications must be submitted using the standard application form attached to the ‘Guidelines for applicants 2003 — Policy reinforcement’ mentioned , whose format and instructions must be strictly observed. For each application the applicant must supply one signed original and two electronic versions in form of disquette/CD of the application form, the plan of action, the budget, the logical framework and supporting documents (CV, summary sheet of the project, plan of action).
