General objectives


The Asia-Invest programme is designed to help companies internationalise their business strategies and to facilitate business cooperation between companies in the European Union and Asia (south and south-east Asia and China).
Areas of activity comprise:
1. matchmaking activities between European and Asian companies,
2. development of the Asian private sector in the form of technical assistance,
3. capacity building of Asian business associations and networking with European counterparts.
Each activity should take place under one of the following components:
- Asia Venture: small-scale business-to-business missions between Europe and the less prosperous Asian countries (Afghanistan, Bangladesh, Bhutan, Cambodia, East Timor, Indonesia, Laos, Nepal and Pakistan);
- Asia Interprise: medium-scale sector-specific and multi-sector business-to-business encounters to facilitate partnerships between European and Asian companies;
- technical assistance: capacity-building to prepare Asian companies for international cooperation, involving the transfer of know-how, developing business associations and strengthening links to European companies;
— Asia-Invest alliance: capacity-building and networking for Asian intermediaries involving the transfer of know-how, business partner search, information linkages and personnel exchanges with European counterparts.

Target group
Applicants must be non-profit organisations promoting or facilitating the development of trade and investment between the EU and Asia. Those could be, inter alia, chambers of commerce, sector-specific trade and industrial associations, employers' federations, and local agencies and administrations promoting or facilitating trade and investment between the EU and Asia. Partnership between Asian and European organisations is obligatory under the Asia-Invest II programme for the Asia-Venture, Asia-Interprise and Asia-Invest alliance components, applicants must act in consortium with partner organisations from the other region. For the technical assistance component, either an Asian or a European organisation may propose to act alone. However, a partnership is also recommended to enhance sustainability of the project.
Geographical area
the European Union plus participating Asian countries, which are as follows: Afghanistan, Bangladesh, Bhutan, Cambodia, China, East Timor, India, Indonesia, Laos, Malaysia, Maldives, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam.
Organisations from Macao, Hong Kong, Singapore and Brunei are eligible to participate in Asia-Invest projects but should carry their own costs regarding the activities in which they participate under the programme.
Finance
Overall amount available for this call for proposals EUR 6 500 000.
Maximum levels of co-financing and maximum and minimum amounts of grant for each programme component are:
- Asia-Venture
maximum level of co-financing:
- 95 % for Afghanistan, Bangladesh, Bhutan, Cambodia, East Timor, Laos and Nepal,
- 80 % for Indonesia and Pakistan,
minimum amount of grants: EUR 40 000,
maximum amount of grants: EUR 80 000,
- Asia-Interprise
maximum level of co-financing:
- 50 % for all eligible countries,
minimum amount of grants: EUR 80 000,
maximum amount of grants: EUR 300 000,
- Asia-Invest technical assistance
maximum level of co-financing:
— 95 % for Afghanistan, Bangladesh, Bhutan, Cambodia, East Timor, Laos and Nepal,
- 80 % for Indonesia and Pakistan,
- 50 % for all remaining eligible countries,
minimum amount of grants: EUR 50 000,
maximum amount of grants: EUR 150 000,
- Asia-Invest alliance
Maximum level of co-financing:
- 95 % for Afghanistan, Bangladesh, Bhutan, Cambodia, East Timor, Laos and Nepal,
- 80 % for Indonesia and Pakistan,
- 75 % for all remaining eligible countries,
minimum amount of grants: EUR 50 000,
maximum amount of grants: EUR 200 000.
Duration
- Asia Venture: maximum 24 months,
- Asia Interprise: maximum 24 months,
- technical assistance: maximum 24 months,
- Asia-Invest alliance: maximum 24 months.

Applications must be submitted using the standard application form attached to the ‘Guidelines for Applicants 2003’ whose format and instructions must be strictly observed. For each application the applicant must supply one signed original and two (2) diskettes/CDs of the application form, the budget, the logical framework and supporting documents (CV, summary sheet of the project, time schedule).
