Accompanying measures to the programme of high-level grants for Latin Americans in the European Union (programme Alsan) financed by the European Community under budget heading B7-3110 for the ALA programme.
General objectives


Programme ofhigh-level grants (Alsan)financed by the European Community under budget heading B7-3110 for the ALA programme.Award ofthe grant is subject to a financing decision set to be adopted shortly by the European Union.The European Commission reserves the right not to award the grant ifthe decision is not adopted.
The activities covered by the accompanying measures to the programme Alsan to be implemented by the successful applicant consist in producing and disseminating information material as well as promoting the programme Alsan;raising awareness of organisations of similar nature, and other relevant entities in Latin America, about the programme;reaching target populations by means of seminars, conferences, or other appropriate activities;contributing to widely disseminating the information about all European Union Member States offer on higher education and higher specialised training, in Latin America;providing contributions of relevant material and establishing appropriate hyperlinks to the Internet portal of the programme Alsan;promoting activities of the Alsan Alumni network;responding to grantees possible language and cultural needs;providing for feedback enabling better adaptation between the strategic needs demand and the programme Alsan offer; contributing to other relevant activities, including in the framework of the ALFA programme.
All activities above, and possibly other that the ‘beneficiary ’of the present call may propose, are to be undertaken in close cooperation with the activities of the university network selected for implementing activities of the programme Alsan, (see call for proposals published in OJ C 79, 3. 4. 2002, p. 17).
In addition, coordination is to be sought with activities of the European Union Member States universities and specialised higher training institutes or centres. The coordination between the beneficiary of the present call for proposals and the university network above mentioned will be secured by the Commission services.

Target group
An association or consortium made up of official cultural centres or institutes of the EU Member States, which meets the following criteria:
—is a non-profit making organisation,
—has its headquarters in, and belongs to one of the 15 Member States of the European Union (EU) : Belgium, Denmark, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, Netherlands, Austria, Portugal, Finland, Sweden, United Kingdom,
—has legal personality,
—has been active for a minimum period of two years from the date of its inception,
—incorporates representatives of a minimum of six EU Member States, recognised as such in their own countries,
—the association or at least one of its members has cooperation agreements with universities, institutes of higher education and specialised training centres in a minimum of eight countries of Latin America,
—is directly responsible for the preparation and development of the action,
—has stable and sufficient financing sources to guarantee the continuity of its organisation for the duration of the project and to participate in its financing.
Geographical area
Latin America and the European Union are the regions in which all the activities will take place.
However, the programme Alsan scholarships will be awarded exclusively to education and training in eligible centres in the European Union.
Finance
The overall estimated amount in its first stage is EUR 250 000.
The maximum amount of the Community grant for implementation of this action is EUR 500 000.
The maximum amount for the implementation of the first stage of the action is EUR 250 000.
This amount represents a maximum of 75 %f the total cost of the financial agreement that will eventually be signed with the beneficiary of the present call for proposals
Duration
In accordance with that of the programme Alsan, that has a maximum total duration of nine years, divided into two stages: the first of four years (2002-2005) and the second one of five years (2006-2010).
