New financial regulations may justify some changes in
the general conditions applicable to standard grant
contract for external aid (Annex F of the Guidelines
for Applicants mentioned above). The Commission reserves
the right not to award the contract if the selected
applicant refuse to conclude it under the new conditions.

General
objectives
|
|
This call for proposal is being launched with the purpose
of decentralising the execution and implementation of
the Al-invest program to the private sector in Europe
and Latin America by means of a single grant contract.
The programme will be built on the basis of the first
two phases (1996-2000, 2000-2003).
The current call for proposals is specifically addressed
to non-profit institutions representing or acting on
behalf of the private sector in Europe and Latin America.
Guiding principles
- The promotion of European technologies and know how
within the Latin-American SME sector and in intermediary/representative
organisations with a view to reinforce micro and meso-level
links between the two regions.
- Favour the participation of enterprises from less
developed countries and put emphasis on support to companies
from these countries to increase their international
market knowledge and access by promoting Investment
and Trade. South-south business links will also be stimulated
by the programme's regional approach.
- Building on and consolidating the results and lessons
learned on the first and second phase of the AL-INVEST,
ARIEL and ATLAS programmes.
- Develop its instruments to allow for more flexibility,
better delivery and more effective follow up of potential
business opportunities.
- Empower and develop the current network of Coopecos
in Europe and Eurocentros in Latin America.
- Introducing capacity building facilities to address
the asymmetry of information of entrepreneurial capacity
between Latin America and Europe.
- The creation of a platform for a ‘feedback mechanism’
on Trade Related Matters. In particular this mechanism
will provide a means to identify practical areas of
intervention which will improve the delivery of Trade
Related Technical Assistance following the commitments
made by the EU at the Doha conference.

Target
group
|
Consortia
made up of at least four partner organisations.
The consortium should preferably include partner organisations
specialised in each of the following types of activities:
organising sectoral business meetings, business co-operation
development, SME capacity building in trade and investment/finance
and private sector organisation institution capacity building.
Details of the different activities under the programme
can be found in Annex C of the Guidelines.
The management consortium must have legal form before
the signature of the contract.
In addition it must have offices in Brussels. In addition
to the categories laid down above for applicants, partners
may belong to international organisations.

Brazil, Chile, Colombia, Costa Rica, Cuba, El Salvador,

EU Member States. |

Maximum grant amounts EUR 42 195 000 is the maximum grant
amount for the financing of the execution and implementation
of the programme
Moreover, a grant may not exceed 80 % of the total eligible
project costs. The balance must be financed from the applicant's
or partners' own resources, or from sources other than
the European Community budget. |

Applications
must be submitted using the standard application form
attached to the Guidelines for Applicants to Call for
Proposals mentioned , whose format and instructions must
be strictly observed. For each application, one signed
original and three copies and one version in data format
(3½'' floppy disk compatible with MS Word 6 or earlier
or RTF) must be supplied by the applicant.
